SUBJECT: Sunrise Drive - Overnight Parking Permit Program

RECOMMENDATION:
1) That the report entitled “Sunrise Drive - Overnight Parking Permit Program” be received;
2) And that the Schedule “C” – Prohibited Parking of the Parking Control By-law 2005-188 be amended to prohibit parking anytime on the north side of Sunrise Drive in its entirety;
3) And that the Schedule “H” – Parking Permit Program Areas of Parking Control By-law 2005-188 be amended to include Sunrise Drive, south side only, so as to permit overnight parking;
4) And that the Schedule “I” – Parking Permit Program Fees and Restrictions of Parking Control By-law 2005-188 be amended to include Sunrise Drive so as to permit overnight parking on the south side in its entirety, subject to a fee of $30.00 per month for each vehicle;
5) And that the Operations Department be directed to install the appropriate signs at the subject locations, funded through the Operations Department account # 83-5399-8402-005;
6) And that the Parking Control Department be directed to enforce the parking prohibition upon installation of the signs and passing of the by-law;
7) And that Traffic Operations staff monitor parking activity on Sunrise Drive to ensure that the safe and efficient movement of traffic is not compromised;
8) And that the Condominium Corporation administration for the residential property adjacent to Sunrise Drive be notified of the parking permit program and a copy of this report forwarded to them;
9) And that Staff be authorized and directed to do all things necessary to give effect to this resolution.

To recommend that Council include the south side of Sunrise Drive in the Town’s over-night parking permit program and that parking be prohibited anytime on the north side of Sunrise Drive.
Overnight parking is prohibited on Town streets between 2:30 AM and 6:00 AM, primarily to provide timely access for emergency vehicles, allow safe movement of traffic and to provide unobstructed snow removal and road maintenance. Notwithstanding this general prohibition, there are locations and corresponding streets in Markham, including streets in our New-Urbanist subdivisions that are exempt from the overnight parking prohibition, provided that the vehicle displays a valid paid parking permit.
The residential and commercial (retail) development in the area of Sunrise Drive is experiencing parking supply challenges which are negatively impacting the residents of the associated condominium development. In March of 2010 the Town received a petition from the residents of the subject property requesting that an overnight on-street parking permit program be implemented to address the lack of available parking in the area. In response, the Town’s Engineering, Planning and Bylaw Enforcement Departments have determined that based on the parking supply constraints associated with the multi-residential development, Sunrise Drive should be included in the overnight parking permit program. Traffic Operations staff has reviewed this recommendation and are supportive, providing that parking is prohibited anytime on the north side of Sunrise Drive in its entirety, and that the overnight parking permit program apply to the south side of Sunrise Drive only.

An overnight parking permit option may be of assistance in areas that have parking supply shortfalls and for residents with accessibility concerns by providing more direct and unobstructed access at some locations when compared to rear lane or underground parking conditions.
The Town’s Bylaw Department – Parking Enforcement division and Operations Department were consulted in the preparation of this report.
