SUBJECT:

Meadowbrook Lane Parking Prohibition

RECOMMENDATION:

THAT Schedule 1 of Parking By-law 336-88, be amended to include a “No Parking Prohibition” on the east side of Meadowbrook Lane from Highway #7 to the shared property line of #23 and #25 Meadowbrook Lane;

AND THAT the attached by-law be approved;

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law.

PURPOSE:

This report is to recommend that a “No Parking Prohibition” be implemented on a portion of Meadowbrook Lane.

BACKGROUND:

The Engineering Department received a request to investigate parking conditions on Meadowbrook Lane. The concern is that over-flow vehicles are parking on the east side of Meadowbrook Lane, adjacent to the shopping centre at # 4581 Highway # 7.  These parking activities are reducing two-directional traffic flow to one lane, interfering with traffic flow and potentially impacting access for emergency vehicles.

OPTIONS/DISCUSSION:

Meadowbrook Lane is a local street with commercial land uses to the east and west at Highway #7 and residential land uses to the south. Engineering staff reviewed the request and performed a parking study.  Results concluded that parked vehicles on the east side of the street are hampering two-directional traffic operations.  The problem is isolated to the portion of Meadowbrook Lane adjacent to #4581 Highway 7.  A No Parking Prohibition currently exists on the west side of Meadowbrook Lane at this location.  With a road width of 7.7 metres, Meadowbrook Lane cannot support on-street parking while maintaining two-directional traffic flow. It is therefore recommended that a Parking Prohibition be established on east side of Meadowbrook Lane, from Highway # 7 to the shared property line of #23 and #25 Meadowbrook Lane.

Notification of the proposed prohibition has been distributed by mail to the affected residents and commercial properties adjacent to Meadowbrook Lane.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these measure are accounted for in the 2004 budget for the Operations and Asset Management Department.

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval the Operations and Asset Management Department will install the proper signage for the proposed No Parking Prohibition on Meadowbrook Lane.
