DRAFT - Terms of Reference

 

PURPOSE

 

There is a need to engage key stakeholders in the Hwy. 404/7 area business community in a process that will assist the Town in developing and implementing successful, sustainable and results oriented transportation demand management programs and services.

 

The business community in the Hwy. 404/7 area will play a vital role in creating; implementing and sustaining a transportation management association (TMA) that offers employees and others various commuter programs and services designed to enhance land value and improve access and mobility in the area. 

 

The Hwy. 404/7 TMA Steering Team will be consulted to assess and study the needs of business as they relate to transit service, parking management, site access, land use, commute impact on employees and to consider, review and implement a framework to advance the formation of the TMA.

 

 

ROLES AND RESPONSIBILITIES

                                                             

The responsibility of each member will be to attend and participate during Steering Team meetings and discussions (telephone and e-mail). The goal will be to focus consultations such that program implementation objectives outlined in the Hwy 404/7 TMA work plan are met and further to have committee members:

           

1.      Become familiar with transportation demand management (TDM) principals and employer based trip reduction (ETR) programs.

 

2.      Contribute to the development and implementation guidelines for local TDM and ETR programs.

 

3.      Assist by providing feedback, information and enhanced opportunities for the Hwy. 404/7 area as they relate to the members’ particular area of influence and expertise.

 

4.      Participate and contribute to due diligence activities related to the development of the propose TMA and assist in the development of business case preparation to satisfy a “Made in York Region” model.

 

5.      Recommend and review business-planning elements.

 

6.      Provide recommendations on proposed TMA organizational structure.

 

7.   Consider becoming a founding member of the proposed association.
