Region of York

2005 and 10 Year Capital Program

 

 

 


 

 

RECOMMENDATION:

That the staff report entitled “Region of York – 2005 and 10 Year Capital Program” dated May 17, 2004 be received;

 

That the Region of York be requested to incorporate into their 2005 and 10 Year Capital Programs, Markham’s requirements as noted in the May 17, 2004 staff report and Council’s March 9, 2004 resolution;

 

And that the Region of York be requested to prepare in consultation with area municipalities a 10 Year Program for signal and intersection improvements;

 

And that Kees Schipper, Commissioner, Transportation and Works be advised accordingly and thanked for seeking municipal input into their Capital Program;

 

And that Ms. R. Burkholder, Markham Board of Trade, Ms. A Yip, Scarborough/York Chinese Business Association, and Mr. K. Schipper, Commissioner of Works, Region of York, be advised accordingly.

 

PURPOSE:

To provide Markham’s comments on the Region’s 2005 and 10 Year Capital Program.

 

EXECUTIVE SUMMARY:

The Region of York is seeking local municipalities input on their 2005 and 10 Year Capital Program. Based on Markham staff and Transportation Committees February 23, 2004 comments on the Region’s 2004 Program a detailed response has been prepared for Committees input and subsequent submission to the Region.

 

 

 

 

BACKGROUND:

In the past, municipalities have not had the opportunity to provide input into the Region’s Capital Program until it was submitted to their Transportation and Works Committee, at which time there was little opportunity to make meaningful comments or seek any significant changes.

 

Markham has previously requested the Region to modify their process and consider early in their budget preparation local municipal needs into their program.  Likewise the Region is desirous of fixing at least their next 3 year program with local municipalities to solidify their priorities and resources.  Accordingly the Region is opening up the capital process to early input from municipalities as per Mr. Kees Schipper, Commissioner of Transportation and Works, enclosed April 21, 2004 letter (Attachment ‘A’).  A summary of the Region’s 2004 and 10 year Road Capital Program is enclosed as Attachment ‘B’.

 

2005 and 10 Year Capital Program

Staff previously submitted to the Region’s Transportation Committee on February 23, 2004 comments on the Region’s 2004 and 10 Year Capital Program.  A copy of Council’s March 9, 2004 resolution on their 2004 and 10 Year program is enclosed as Attachment ‘C’.

 

In addition to the March 9, 2004 resolution staff recommends revisions to the Region’s program as follows;

WATER

We have requested a detailed summary from the Region of water supply/allocation by year to Markham, and will report back to Development Services Committee on such.

 

WASTEWATER

A separate process with a technical and political working group to review the status of the 16th Avenue Phase II and southeast collector sanitary sewer projects is currently underway, and scheduling issues will be dealt with under that process.

 

FINANCIAL CONSIDERATIONS:

Markham will have to update our 10 Year Capital Program to accommodate municipal works (i.e. sidewalk, illumination, etc.) to reflect the updated Regional 10 Year Program, once confirmed.
