DATE OF MEETING:

SUBJECT:

Meadowbrook Lane Parking Prohibition - UPDATE

RECOMMENDATION:

THAT Schedule 1 of Parking By-law 336-88, be amended to include a “No Parking Prohibition” on the east side of Meadowbrook Lane from Highway 7 East to the shared property line of Houses 23 and 25 Meadowbrook Lane;

AND THAT the attached by-law be approved;

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law.

PURPOSE:

To report back to the Transportation Committee on the requisite number of parking stalls on  the Plaza at 4581 Highway 7 East, as per zoning requirements, and to recommend a “No Parking Prohibition” on the east side of Meadowbrook Lane (see Attachment 1).

BACKGROUND:

The Transportation Committee meeting on January 26, 2004 reviewed a recommendation for a parking prohibition on Meadowbrook Lane. This recommendation, by the Engineering Department, was to facilitate safe two-way traffic flows.

During this meeting, Mr. P. Colley, part owner of the Plaza at 4581 Highway 7 East, opposed the Meadowbrook Lane parking prohibition recommendation since customers could not park their vehicles on Meadowbrook Lane. In response, the Transportation Committee directed staff to report back detailing the requisite number of parking stalls as per zoning requirement.

DISCUSSION:

Zoning Requirement and Application

According to the zoning requirement, the requisite quantity of parking stalls for this plaza is 78 and the actual quantity of parking stalls is 77. The difference between the requisite and actual quantity is a shortfall of 1 parking stall.

Staff met the Plaza owner in February 2004 and the owner identified the minor shortfall. The owner indicated that they will submit an application to increase the quantity of parking stalls by 8 through parking lot modifications. To date, the owner has not submitted an application to amend the Site Plan Agreement to increase the number of parking stalls in the plaza.

Additional Parking Studies

Additional parking studies were performed to simultaneously compare the availability of plaza parking stalls to the number of vehicles parked on Meadowbrook Lane. The following table is a summary of the study results:

This comparison concludes that the Meadowbrook Lane parking prohibition will have no significant impact on the plaza customers due to the available parking stalls. Furthermore, the increase in additional parking stalls shall alleviate parking lot over-flow concerns if this condition arises.

January 26, 2004 Report Extract

Engineering staff reviewed the request for a parking prohibition on Meadowbrook Lane. Results concluded that parked vehicles on the east side of the street are reducing two-directional traffic flow.  The problem is isolated to the portion of Meadowbrook Lane adjacent to the Plaza at 4581 Highway 7 East.

A “No Parking” prohibition currently exists on the west side of Meadowbrook Lane.  With a road width of 7.7 metres, Meadowbrook Lane cannot support on-street parking while maintaining two-directional traffic flow. It is therefore recommended that a parking prohibition be established on the east side of Meadowbrook Lane, from Highway 7 East to the shared property line of the houses at 23 and 25 Meadowbrook Lane.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these measure are accounted for in the 2004 budget for the Operations and Asset Management Department.

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval the Operations and Asset Management Department will install the proper signage for the proposed No Parking Prohibition on Meadowbrook Lane.
