Markham’s Traffic Safety Committee

 

TERMS OF REFERENCE

 

Purpose - Need for a Traffic Safety Committee

 

Current Program – Neighbourhood Transportation Committee

Previously, the Neighbourhood Transportation Committee (NTC) addressed vehicular operational safety concerns on local roadways, specifically speeding. Virtually all solutions to address the vehicular operational concerns were via physical traffic calming measures, predominantly the implementation of speed humps.

 

Diversified Solution

Driver behaviour and non-compliance to traffic laws has an adverse impact on road safety. The implementation of physical measures on roads is one solution to affect driver behaviour. Additional measures are required to influence driver behaviour in a more efficient manner.

 

The Town, via the Markham Safe Streets Task Force, has taken the initiative in developing a more diversified solution to improve safety on local roadways by incorporating education, enforcement and engineering activities in a comprehensive strategy.

 

Role of the MARKHAM SAFE STREETS TASK FORCE

 

The role of the Traffic Safety Committee is to employ the strategy on the implementation of measures to improve road safety developed by the Markham Safe Streets Task Force and approved by Council on September 27, 2004.

Membership (Composition)

The proposed T.S.C. composition is shown below.

-          Residents

o        Michael Curran, Ward 1

o        Joel Landis, Ward 2

o        Glenn Schaeffer, Ward 5

o        David Johnston, Ward 6

o        Randa Issa, Ward 7

-          Town Councillors

-          York Regional Police

-          Engineering Department Staff

                                                                                                                                            

 

COMMENTS:

Representatives from the Town’s lead department, i.e. Engineering

Department, will attend the T.S.C. meetings when required.

 

Term

The T.S.C. membership will be appointed by the Council on September 27, 2004. The first term will extend to the end of 2005.   Subsequent terms will be one calendar year.

 

Reporting Mechanism

The T.S.C. will provide recommendations to the Engineering department for reporting to Transportation Committee and Council.

 

Internal Resources

The Engineering department will provide engineering technical support and participation.

 

In addition, the Corporate Communication Department staff will provide MSSTF website administration to facilitate public comments area, post meeting minutes, events and T.S.C. progress. Strategic Services will assist in corporate sponsorships, building community partnerships and marketing.

 

Annual Funding

Annual funding requirements shall be established and submitted to Council on an annual basis for strategy implementation, including but not limited to:

-          Promotional Material

-          Development of Road Watch Program

-          Annual Enforcement Blitz
