PREPARED BY:

DATE OF MEETING:

2004-Sep-27

SUBJECT:

Riviera Drive / Fire Station - Do Not Enter Signs

RECOMMENDATION:

THAT Traffic By-law 106-71, be amended to insert Schedule 24, a “Do Not Enter” prohibition, as shown in Appendix A to the attached By-law.

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law.

PURPOSE:

This report recommends a “DO NOT ENTER PROHIBITION” on the laneway between Riviera Drive and 14th Avenue on the west side of the new fire station (Station #92) on Riviera Drive.

BACKGROUND:

The Engineering Department received a request to implement a “Do Not Enter” prohibition on the laneway west of Fire Station #92, between Riviera Drive and 14th Avenue. The request was based on motorists using the laneway as a shortcut to access Riviera Drive from 14th Avenue. This shortcut is being used by motorists to avoid the southbound left turn from Woodbine Avenue to Riviera Drive.

The intended purpose of this laneway was to provide exclusive emergency vehicles access to 14th Avenue and to utilize the traffic control signal at the intersection of Woodbine Avenue and 14th Avenue.

DISCUSSION:

In response to concerns expressed by Fire Department staff, the Engineering Department undertook site visits to confirm the traffic operational conditions. The on-site observations concluded that motorists are using this laneway as a shortcut to access Riviera Drive from 14th Avenue. Motorists are avoiding the southbound left turn from Woodbine Avenue to eastbound Riviera Drive.

Motorists using this laneway are causing operational problems for Fire Department vehicles exiting onto 14th Avenue. To ensure that the laneway is exclusively available for Emergency vehicles, it is recommended that a “Do Not Enter Prohibition” be established.

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking measures are accounted for in the 2004 budget for the Operations and Asset Management Department.

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval the Operations and Asset Management Department will install the proper signage for the proposed No Parking Prohibition on Main Street Unionville.
