SUBJECT:

Ferrier Street and Acadia Avenue All-way Stop Control and Parking Prohibition

 

 

 


 

RECOMMENDATION:

THAT Schedule 12 of By-law 106-71 for an all-way stop control be amended to include the intersection of Ferrier Street at Acadia Avenue and that the attached by-law be approved;

 

THAT Schedule 1 of Parking By-law 336-88, be amended to include a parking prohibition on the inside curve of Acadia Avenue, from 45.0 m north of the northern property line of # 3700 Steeles Avenue East to the shared property line #80 and #100 on Acadia Avenue and that the attached By-law be approved;

 

AND THAT the Operations and Asset Management Department be directed to install the appropriate signs upon approval of the attached by-law;

 

AND THAT The York Regional Police be requested to enforce the all-way stop control upon installation of signs.

 

PURPOSE:

The purpose of this report is to recommend an all-way stop control at the intersection of Ferrier Street and Acadia Avenue and a parking prohibition on the inside curve of Acadia Avenue.

 

BACKGROUND:

The Engineering Department received a request to implement an all-way stop control at the intersection of Ferrier Street at Acadia Avenue. In addition, a request was received to provide a parking prohibition at the curve of Acadia Avenue

 

Both Ferrier Street and Acadia Avenue are classified as commercial roadways serving a mix of retail and industrial properties.  Currently there is a side stop control on Acadia Avenue, providing right-of-way to the traffic on Ferrier Street. There currently exists no parking restriction on Acadia Avenue.

 

DISCUSSION:

In response to the request, the Engineering Department conducted an investigation to determine the need for all-way stop control and parking restrictions.

 

All-way Stop Control Warrants

To determine the need for all-way stop control, the traffic conditions must meet the minimum traffic volume warrant at an intersection.  The warrant is based on guidelines established by the Ministry of Transportation of Ontario and assesses the need for additional right-of-way control at an intersection.  A turning movement count was conducted during the peak hour of the day at the subject intersection and the warrant analysis result is as follows:

All-way stop sign control is warranted when both warrants 1 and 2 are satisfied.  In accordance with the above analysis, Warrants 1 and 2 were satisfied. Therefore the Engineering Department recommends an all-way stop control for the intersection of Ferrier Street and Acadia Avenue.  Based on this recommendation, the proposed all-way stop control will improve the traffic operation at the above noted intersection.

 

Parking Study

Multiple on-site observations show that motorists are parking their vehicles at the curve on Acadia Avenue.  Acadia Avenue links Steeles Avenue to Ferrier Street.  There are several commercial and retail uses along this street resulting in vehicular activity throughout the day.  The curve on Acadia Avenue also has driveways and accesses.  It is recommended that parking be prohibited on the inside portion of the curve to ensure safe and efficient traffic operations.

 

FINANCIAL CONSIDERATIONS:

The cost of labour and materials to implement these parking signs are accounted for in the 2004 budget for the Operations and Asset Management Department.

 

BUSINESS UNITS CONSULTED AND AFFECTED:

Subject to Council’s approval, the Operations and Asset Management Department will install the proper signs for the all-way stop control at the intersection of Ferrier Street and Acadia Avenue and the parking prohibition on Acadia Avenue.
