1. INTERNET
SERVICES - PROPOSAL 140-R-01 (7.13)
RECOMMENDATION:
That
it be recommended to Council that Bell Canada be awarded a three-year agreement
for the supply of Internet Service not to exceed the amount of $298,080.00,
inclusive of all taxes ($287,712.00 inclusive of the 3% GST amount).

2. MERANO
DEVELOPMENTS INC. MODEL HOME AGREEMENT
LOTS 6 AND 7, 19T-95012 (8.4)
RECOMMENDATION:
That
it be recommended to Council that the Town be authorized to enter into a Model
Home Agreement with Merano Developments Inc. with respect to Lots 6 and 7, on
Draft Plan of Subdivision 19T-95012, and that the Mayor and Clerk be authorized
to execute the agreement in a form satisfactory to the Town Solicitor.

SAURIOL ENVIRONMENTAL
DINNER - NOVEMBER 1, 2001
(12.2.6)
RECOMMENDATION:
That
it be recommended to Council that approval be given to purchase a table of eight
at a cost of $800.00 for the Eighth Annual Charles Sauriol Environmental Dinner
to be held at the Le Parc Conference and Banquet Centre in Markham on Thursday,
November 1, 2001, such cost to be charged to Mayor's Account No. 840-841-5840.

4. JUNIOR
ACHIEVEMENT OF TORONTO AND
YORK REGION (7.6 & 12.2.6)
RECOMMENDATION:
That
it be recommended to Council that the request from the Junior Achievement,
Toronto and York Region for the Town of Markham to once again engage in
partnering with JA for the 2001-2002 school year and provide sponsorship of
$2,500 be approved.

5. ACRA COMMITTEE AWARDS FUNDING (7.0)
RECOMMENDATION:
That it
be recommended to Council that approval be granted for funding not to exceed
$25,000 to be provided for the Achievement and Civic Recognition Awards (ACRA)
Committee for the ceremony to be held in December 2001, such cost to be charged
to Account 630 998 5801 in the amount of $17,500 with the remainder as per the
direction of the Treasurer.

RECOMMENDATION:
That
it be recommended to Council that the Treasurer be authorized to proceed with
the sales of the following properties under the Municipal Tax Sales Act, R.S.O. 1990:

7. PROPERTIES
READY FOR REGISTRATION UNDER

RECOMMENDATION:
That
it be recommended to Council that the Treasurer commence the registration
process under the Municipal Tax Sales Act
for the four properties listed on Appendix 'A' to the report dated October 1,
2001;
And
further that all costs associated with any action taken comply with the Town of
Markham's Scale Costs By-law 19-95.

8. CORE
SERVICES REVIEW PRESENTATION (7.0)
Don
McClean, Program Manager and Tina Murphy, Communications Coordinator of the
Core Services Review were in attendance to update the Committee on progress to
date. They advised that there will be
key messages to inform employees and information on the Town's web site. The final presentation is expected on
December 3 with the formal presentation to Council on December 11, 2001.
RECOMMENDATION:
That
the presentation by Don McClean, Program Manager and Tina Murphy,
Communications Coordinator of the Core Services Review be received.

9. STAFF
AWARD OF CONTRACTS FOR THE MONTH
OF AUGUST 2001 (7.12)
RECOMMENDATION:
That
the report entitled 'Staff Awards of Contracts for the month of August 2001'
dated October 1, 2001 be received for information only.

10. ONTARIO
HERITAGE FOUNDATION - YOUNG HERITAGE
LEADERS PROGRAM 2001 (12.2.6)
RECOMMENDATION:
That
the request from the Ontario Heritage Foundation for the Town to submit up to
three nominations - one in each of the heritage areas - built, cultural and
natural be received and referred to the Museum Board for recommendations.

11. INAUGURAL
ONTARIO SPCA SYMPHONY BENEFIT
'CARNIVAL OF THE ANIMALS' -
OCTOBER 18, 2001 (12.2.6)
RECOMMENDATION:
That
the request by the Ontario SPCA for the Town of Markham to support the
Inaugural Symphony Benefit 'Carnival of the Animals' on October 18, 2001 at the
Toronto Centre for the Arts be received.

12. TRANSPORTATION STRATEGY -
PUBLIC CONSULTATION (5.10
& 5.14)
RECOMMENDATION:
That the four
public information meetings for public consultation of the Transportation
Strategy between October and December this year be held at 7:00 p.m.on the
Council meeting dates.
Carried.
13. HYDRO AMALGAMATION - (13.7)
RECOMMENDATION:
That a
resolution petitioning the Minister of Finance for an exemption from the 33%
Transfer Tax on the sale of the Richmond Hill Hydro be prepared and presented
to Council on October 9, 2001;
And
that the Press Release be received.
Carried.
14. OFFICIAL OPENING OF TOWN PARKS (6.3)
RECOMMENDATION:
That
the public be advised of official openings of
new parks and that refreshments be arranged;
And
that the Millennium Park across from the Markham Civic Centre official opening
be held at 12 noon on Saturday, October 20, 2001;
And
that the two parkettes on Main Street Markham be opened in the near future
after the arrival of the sculpture;
And
that the Commissioner of Development Services report back as a part of the
budget process on the status of construction of other new parks scheduled to be
opened in Spring 2002.

15. UNIONVILLE
SKATING CLUB - UNIONVILLE ELITE
REQUEST FOR FINANCIAL ASSISTANCE (7.6
& 6.1)
RECOMMENDATION:
That
the communication from the Unionville Skating Club requesting financial
assistance for the Unionville Elite competitive synchronized skating team be
referred to the Commissioner of Corporate Services for consideration.

16. BEAUTIFICATION PROGRAM (12.2.6)
RECOMMENDATION:
That
the Commissioner of Community Services report back on the Beautification
Program in the Town and specifically on plantings in the Markham and Unionville
Business Improvement Areas.
