The Public Meeting this date was to
consider the City-initiated, City-wide New Markham Draft Official Plan.
The Committee Clerk advised that 192 notices were mailed on October 17,
2012, and notice was posted in the October 11, 18, 20, 25, 27, and November 1
& 3 editions of the local newspaper. Twenty-three written submissions were
received regarding this proposal.
Staff gave a presentation, providing an overview of the proposed new
Official Plan and outlining the consultation and approval processes. A booklet
entitled “Your Guide to the New City of Markham Official Plan” dated September,
2012, was provided. John Gladki of Gladki Planning Associates, consultant for
the City, was also in attendance.
Terry Goodwin discussed the importance of expanding transit,
particularly in the Langstaff area.
Genevieve Fong discussed the timeline for road expansion, congestion on
Enterprise Boulevard, and the impact to the green linear park. The Committee
explained the comprehensive transportation plan involving multiple levels of
government and advised the linear park will remain in a revised form.
L. G. Pullen referred to the Rouge
National Urban Park and encouraged the City to preserve green space.
Ron Lynn, representing the Peoples
Gospel Church at 5172 Major Mackenzie Drive, urged the City to include their land
within the urban boundary. He provided a map indicating the location of the
property. Mr. Lynn stated that Markham is growing into a great City with great
schools and he thanked Council for their vision and leadership.
Don Given of Malone Given Parsons,
representing the North Markham Landowners Group, commended staff for
preparation of such a comprehensive Official Plan. He advised that he will
provide a written submission detailing their concerns, and identified some of
the main issues relating to the connection of the greenway system; accelerating
the process for development north of Major Mackenzie Drive; the vision for
retail; and restrictive employment land policies.
Sigmund Lee encouraged Markham
to permit Places of Worship in employment areas.
Mike Everard of Augusta National
Inc., representing the Catholic Cemeteries Archdiocese of Toronto, discussed
the property at Woodbine Avenue and 19th Avenue which is designated for
greenway system and employment; and removal of the in-ground burial option in
the proposed Official Plan.
John Chiu discussed the area at
Enterprise Boulevard and Warden Avenue, and the linear park in Markham Centre. The
Chair and staff will meet with the residents to provide details of the park.
Samir Said made several
suggestions such as: retaining the park area at the Remington presentation
centre as green space and providing playgrounds in Markham Centre; improving
transit including expanding the Toronto subway to Highway 7 and expanding VIVA
east to Ninth Line; adding two left-hand turn
lanes at major intersections; and limiting building height.
Jim Robb, representing the Friends
of the Rouge Watershed, discussed climate issues and watershed plans to
preserve wetlands, and the work to be done on the Rouge Park. Mr. Robb identified
a site at Ninth Line where the Havelock rail line crosses that these lands are
not suitable for development due to the close proximity to rail lines with
trains carrying dangerous goods. He also suggested relocating the ball diamond
in Cedar Grove away from the ecological corridor.
Tom Han, President of the
South Unionville Residents Forum (SURF) discussed the provision of parkland, a
library and community centre in South Unionville, and traffic issues around
schools. He questioned the removal of schools and parks from neighbourhood and
staff explained that the schools and parks are shown in Secondary plans, not
the Official Plan. An update on park development in the area was provided.
The Committee directed staff
to report to Development Services Committee with an analysis of the public
input. It was requested that slide # 7 emphasise the GO lines and train
stations.

regarding the City of Markham Draft Official Plan, Part 1, September 2012 and
make final recommendations on the Official Plan.
