The Committee
of the Whole meeting convened at the hour of 11:55 p.m. with Regional
Councillor F. Scarpitti in the Chair.

1. MARKHAM THEATRE BOARD (16.24 & 6.2)

Seconded by
Councillor E. Shapero
It be recommended to Council that the number
of citizen appointees of the Markham Theatre Board be increased by one to a
total of twelve;
And That members serve on a 3-year staggered
term basis;
And That the term of two (2) current members,
whose terms are to expire on December 31, 2001, be extended by one year, for
continuity - (Names to be advised);
And Further That Councillor K. Usman be
appointed to serve on the Markham Theatre Board.

2. MAIN STREET MARKHAM COMMITTEE (16.24
& 16.39)

It be recommended to Council that the number
of citizen appointees to the Main Street Markham Committee be increased by two
to a total of thirteen.
3. MARKHAM CONSERVATION COMMITTEE (16.24
&16.28)

And That members serve on a 3-year staggered
term basis (new members' terms to be determined).

4. PROPERTY STANDARDS COMMITTEE (16.24
& 2.9)
Members were advised that six applications
have been received for the five vacant positions on the Property Standards
Committee. As increasing the complement
by one would result in an even number membership and not conducive to decision
making in this quasi-judicial committee, it was suggested that an Interview
Committee be appointed to review all applications and make a recommendation to
Council.

Councillor F. Scarpitti, Councillor S. Daurio, and Councillor K. Usman be
appointed to the Interview Committee for Property Standards Committee.
5. HERITAGE MARKHAM (LACAC) (16.24 &
16.11)

It be recommended to Council that Mr. Darryl
Jackson, Markham representative on the Heritage Markham Committee, be replaced.
6. APPOINTMENT OF DEVELOPMENT
SERVICES SUB-COMMITTEES (16.24
& 10.0)
Committee had before it a listing of those
Members of Council who had served on the Development Services Subcommittees for
the last term, 1997-2000. New
appointments are required for the 2000-2003 term.
Staff was requested to submit terms of
reference for the Business Subcommittee.
Following brief discussion, it was agreed
that the appointment of Members for the coming term 2000-2003, would be
deferred to the next Council meeting to be held on April 10, 2001.

It be recommended to Council that Councillor
Khalid Usman be appointed to serve on the Markham Theatre Board and the Markham
Race Relations Committee;
And That Kirk Sutherland and Dianne More be
appointed to serve as citizen members of the Main Street Markham Committee;
And That letters to newly-appointed members of committees make specific
reference to
Clause 17 of the Town's "General Rules Governing Statutory and
Advisory Committee", which speaks to Absenteeism;
And Further That letters of appreciation be
forwarded to those members of advisory committees and boards, whose terms have
expired, for their work and dedication while serving the Town of Markham.

It was noted that there are a number of
outstanding committees that have yet to recommend appointees: Markham Race
Relations Committee, the Frederick Horsman Varley Art Gallery Board, Property
Standards Committee and the Canada Day Committee. The Town Clerk advised that it is anticipated that the
appointments to these committees will be approved by Council at its meeting on
April 10, 2001.
