The Development Services Public Meeting convened at 7:06 PM in the Council Chamber with Councillor J. Webster in the Chair.

Mr. Biju Karumanchery, Senior Development Manager advised the subject of the Public Meeting this date was to consider an application submitted by Wynberry Developments Inc. for a proposed draft plan of subdivision and implementing zoning by-law amendments, east of Mingay Avenue and north of Edward Jeffreys Avenue (ZA 09-119148-002 and SU 01-119048).

 

The Committee Clerk advised that 244 notices were mailed on September 16, 2009, and a Public Meeting sign was posted on September 15, 2009.  No written submissions were received regarding this proposal.

 

Staff gave a presentation regarding the proposal, the location, surrounding uses and next steps.

 

There was discussion regarding the woodlot within the lands to the north of the subject property.  Staff advised that the current site does not have any trees on it and that the Urban Design department has reviewed the trees on the property to the north.

 

The Committee inquired if the applicant would consider incorporating some sustainable initiatives into this development such as solar roof tops.  Mr. Bobby Bhoola, Ballantry Homes advised the Committee that he believes that this development would be too small to have a sufficient impact with respect to solar roofs.

 

Ms. Constance Toole, 74 Hawksbury Road, addressed the Committee regarding the Wynberry Developments Inc. (Phase 3) proposed applications, seeking clarification as to the type of homes that are being built.

 

Staff confirmed that there will be single detached, semi-detached and townhouses built.

 

Mr. Dave Evangelisti, 99 Hawksbury Road, addressed the Committee with respect to the Wynberry Developments Inc. (Phase 3) proposed applications stating some concerns.  He believes that the proposal is not consistent with the layout of the existing community.  Mr. Evangelisti would prefer single detached dwellings in place of the proposed townhouses.

 

Staff advised that the townhouses are a permitted built form and that the corner lots will have enhanced/upgraded building elevations facing Hawksbury Road.

 

The Committee suggested that the applicant and staff continue discussion with respect to sustainable initiatives and energy savings such as solar heating and geothermal heating.

 

Moved by Councillor C. Moretti

Seconded by Councillor A. Chiu

 

1)      That the Development Services Commission report dated September 22, 2009 entitled “Information Report, Wynberry Developments Inc. (Phase 3), Proposed draft plan of subdivision and implementing zoning by-law amendments, East of Mingay Avenue and north of Edward Jeffreys Avenue, File Numbers ZA 09-119148-002 and SU 01-119048” be received; and,

 

2)      That the Record of the Public Meeting held on October 6, 2009, with respect to the applications by Wynberry Developments Inc. (Phase 3) for Zoning By-law Amendment and Draft Plan of Subdivision, be received; and,

 

3)      That upon completion of the review and evaluation by staff of the proposal submitted by Wynberry Developments Inc. (Phase 3) Draft Plan of Subdivision 19TM-01020, and if there are no outstanding issues, the draft plan be approved in accordance with the Delegation By-law; and further,

 

4)      And that upon issuance of draft plan approval, the implementing zoning by-laws be enacted without further notice.
