The Transportation Committee convened at the hour of 1:10 p.m. with Regional Councillor T. Wong in the Chair.

1.         ALL-WAY STOP CONTROL - CHURCH STREET AND COUNTRY
            GLEN ROAD/BUTTERNUT LANE (5.12.3)

 

Moved by Councillor G. McKelvey

Seconded by Councillor J. Heath

 

That Schedule 12 of By-law 106-71 (Traffic By-law) be amended to include an all-way stop control at the intersection of Church Street and Country Glen Road/Butternut Lane and that the amending by-law be approved;

 

And that the Roads Department be directed to install all-way stop signs at the intersection of Church Street and Country Glen Road/Butternut Lane as soon as the by-law is approved;

 

And that the York Regional Police be requested to enforce the all-way stop control upon installation of these signs.

2.         JUNEBERRY AVENUE PARKING PROHIBITION (5.12.4)

That the report entitled "Juneberry Avenue Parking Prohibition" be received;

 

And that Schedule 1 of Parking By-law 336-88, be amended to include a "No Parking" prohibition on Juneberry Avenue from the north property line of house #22 and #23 to the north limit of Juneberry Avenue;

 

And that the amending by-law be approved;

 

And that the Roads Department be directed to install the appropriate signs upon approval of the amending by-law.

3.         YORK RAPID TRANSIT PLAN - QUICK START (5.14)

 

Mr. Sam Zimmerman, York Consortium 2002 was in attendance to present information on the Quick Start Program and the draft Business Case for York Region Rapid Transit Corporation.

He advised that meetings have been held with Provincial and Federal officials to advance funding requests and clarify issues and York has been selected as one of 15 municipalities to produce a detailed proposal for federal money over five years.  A Business Case has been prepared that will be a framework for all agreements.  The complete Business Case Background Study is available from the Director of Engineering and on the Region web site.

On December 19, 2002 Regional Council endorsed the recommendation that a share capital corporation be incorporated by the Region under Municipal Act Regulations.

A public meeting will be held on February 17, 2003 for the purpose of establishing a York Region Rapid Transit Corporation.

That the presentation by Sam Zimmerman, from York Consortium 2002, and Mary Frances Turner, on the Quick Start Program, and draft Business Case for York Region Rapid Transit Corporation be received;

 

And that staff and the York Consortium report back on the details of the Quick Start Program in Markham at the February 24, 2003 Transportation Committee.

4.         REGION OF YORK - 10 YEAR ROAD CAPITAL PLAN
            (2002 - 2011) (5.10 & 7.5 & 10.0)

 

Mr. Alan Brown, Director of Engineering, presented an overview of the Region of York 10 Year Road Capital Program.  He reported that a number of projects have been delayed from 1 to 4 years.  The Region has advised that delays are due to:

  • Increase in capital costs and particularly the mill rate component
  • Certain road projects (Hwy 7 & Warden Avenue) are dependent on Rapid Transit EA.

The revised program does not include

  • Highway 404 Crossings
  • Victoria Square By-Pass
  • Steeles Avenue widening

 

A letter was received from R. Burkholder, President and Chief Executive Officer of the Markham Board of Trade forwarding recommendations regarding the present traffic gridlock.

That the presentation by Mr. Alan Brown, Director of Engineering, on the Region of York - 10 Year Road Capital Plan (2002-2011) be received;

 

And that staff review with the Region options to advance the Region's 10 year Capital Program;

 

And that staff report back to February 24, 2003 Transportation Committee with a report to commence a Class EA for the Hwy 404 grade separation.

5.         TRANSPORTATION DEMAND MANAGEMENT
            PROGRAM UPDATE (5.10 & 10.0 & 5.14)

 

Mr. Lorenzo Mele, Development Engineer, Transportation Planning Section, gave an update on the Transportation Demand Management Program (TDM).  He reported that the S-M-A-R-T Movement program launch will be February 12, 2003.

That the presentation on the Transportation Demand Management (TDM) Program update by Mr. Lorenzo Mele, Development Engineer, Transportation Planning Section be received.

6.         VICTORIA SQUARE BY-PASS (5.10)

 

The Director of Engineering reported that staff provided an update on the Victoria Square By-Pass E.A. to Development Services Committee regarding 3 routing options for the By-pass which are being considered through the Region of York's E.A. process.  The Region and their consultant are starting the evaluation of options based on the following draft criteria - Technical, Natural Environment, Social/Cultural environment, land use planning and financial.  Staff have undertaken preliminary review of the options and criteria and recommend Council submit a resolution to the Region outlining the Town's preference for the Blue Route (westerly route, west of existing Woodbine), based on the following;

  • Most closely fits exiting Secondary plan land use structure
  • Keeps the majority of the residential community whole
  • Majority of land required for road construction available from Cathedral area landowners
  • Implementation can be phased with development of the Cathedral Community
  • Connects to existing Woodbine Avenue south of Cathedral, outside of floodplain area.

 

The Town is in receipt of the West Cathedral Landowners Group January 21, 2003 letter endorsing the Blue Option.

That Region of York Staff and their consultant be requested to attend the next meeting of the Transportation Committee on February 24, 2003 to discuss the proposed evaluation criteria and to present the recommended option for the Victoria Square By-pass, prior to proceeding to their second Public Meeting.

7.         CITY OF TORONTO - DON VALLEY CORRIDOR
            TRANSPORTATION MASTER PLAN
            NOTICE OF COMMENCEMENT (13.5.7 & 5.14)

That the letter dated December 17, 2002 from City of Toronto Transportation Planning Department requesting comments on the Don Valley Corridor Transportation Master Plan Study be received and referred to staff and that Council be kept informed of the progress.

            HIGHWAY 407 & WOODBINE AVENUE INTERCHANGE (13.2.7 & 5.10)

That the response dated December 12, 2002 from the Ministry of Transportation regarding the Highway 407 and Woodbine Avenue interchange opening and realignment be received.

            TRAFFIC SIGNAL - REDLEA/STEELES (5.10 & 5.14)

That the letter dated November 25, 2002 from GO Transit to City of Toronto, requesting City to reconsider its support for a traffic signal at the Canadian Tire store entrance and endorse the Redlea/Steeles intersection for signalization be received.

            DEPUTATION FROM TOWN OF MARKHAM (13.5.7 & 5.10 & 5.14)

That the letter dated December 10, 2002 from City of Toronto, in response to correspondence and deputation from Town of Markham expressing objections to the installation of a traffic signal at the Canadian Tire store entrance, and requesting installation of traffic control signals on Steeles Avenue at Redlea Avenue be received.
