The Environment & Transportation Committee convened at the hour of 1:10 p.m. with Councillor Joe Virgilio in the Chair.

 

 

            DISCLOSURE OF INTEREST

            - None declared at this time.

 

 

1.         AUTOMATED CART-BASED
            COLLECTION PILOT PROJECT (5.1)

 

RECOMMENDATION:

 

That the verbal update, presented by Mr. Stan Bertoia, Director of Environmental Services, with respect to the status of the automated cart-based collection pilot project, be received;

 

And that the following Members be appointed to the Steering Committee for the Cart-Based Organics Pilot Project:

 

            Regional Councillor Tony Wong

            Regional Councillor Gord Landon

            Councillor Jack Heath

            Councillor Joe Virgilio

 

 

2.         SPRING 2001 AND YEAR-ROUND LOAD
            RESTRICTIONS FOR THE TOWN OF MARKHAM'S
            ROAD NETWORK (5.10)

 

RECOMMENDATION:

 

That the gross weight of commercial vehicles be restricted to 5 tonnes per axle on public highways, listed, under the jurisdiction of the Town of Markham, from March 1, 2001 to

April 30, 2001, upon approval of by-law 2001-70:

 

And that should adverse spring thaw conditions be encountered due to a harsh winter, at the discretion of the Director of Street Services, the load restrictions be extended up to May 31, 2001 (up to four weeks);

 

And that the gross vehicle weight of commercial vehicles be restricted to 5 tonnes per axle for the hard surfaced Town roads listed below, from March 1, 2001 to February 28, 2002:

 

And that according to the Highway Traffic Act Sec. 122(4) the restrictions would exempt vehicles operated by or on behalf of the municipality and school busses;

 

And further that the Director of Street Services be authorized to grant exemptions to permit heavy vehicular loads, at this discretion.

3.         ENVIRONMENT & TRANSPORTATION COMMITTEE
MINUTES – MEETING NO. 1 – JANUARY 22, 2001

 

RECOMMENDATION:

 

That the minutes of Meeting No. 1 of the Environment & Transportation Committee be and are hereby confirmed.

 

 

4.         REQUEST FOR AUDIBLE TRAFFIC CONTROL SYSTEM
            BULLOCK AND AUSTIN DRIVE (5.12.1)

 

RECOMMENDATION:

 

That the letter dated January 15, 2001 from Mr. Roi Judge, President, York Region Condominium Corporation No. 636, requesting the installation of an audible traffic control system at the corner of Bullock and Austin Drive, be referred to Community Services Commission staff for consideration and report.

 

 

5.         REGIONAL WASTE MANAGEMENT WORKSHOPS
            JANUARY 25 & FEBRUARY 7, 2001 (5.1)

 

RECOMMENDATION:

 

That the verbal update, presented by Mr. Stan Bertoia, Director of Environmental Services, with respect to the Regional Waste Management Workshops held on January 25 and February 7, 2001, be received.

 

 

 

6.         PROVINCIAL DRINKING WATER PROTECTION
            REGULATION UPDATE AND MARKHAM'S
            WATERWORKS SYSTEM (5.3)

 

Mr. Jerry Klaus, General Manager of Waterworks, presented details regarding the Province's new Drinking Water Protection Regulation, passed in 2000, and the impact the legislation will have on staff, financial resources, residents and new construction.

 

RECOMMENDATION:

 

That Waterworks continue to monitor and assess Regulation RSO 459/00;

 

And that Waterworks continue to work with the Region of York and Toronto to assure residual chlorine compliance in Town's waterworks system;

 

And that Waterworks update Council about Drinking Water Protection Regulation, as required, throughout 2001;

 

And that the additional cost associated with compliance to the Regulation be considered during the 2001 Budget process;

 

And further that a copy of the Toronto Engineer's report be forwarded to Council, when received.
