That
the application by McNally International Inc. for an exemption to the Town’s
Noise By-law 218-89 to extend the hours of work for the construction of the 9th
Line Sewer, be granted, as follows:
- 9th/16th Avenue (C4) - January 2001 – September
2001

1900 –2300 hours to permit 2-8 hour shifts
- Markham By-pass (C9) - January 2001 – September 2001

1900 – 0100 hours

permit 2-9 hour shifts and use of generator for tunnel

(2) MARKHAM FOOD BANK
– REQUEST FOR ASSISTANCE (8.5)
That an interest free loan be approved for
the Markham Food Bank in the amount of $12,000 to cover the gross lease
expenses from April 1, 2001 to March 31, 2002 from an account to be specified
by the Treasurer;
And That the Markham Food Bank be encouraged
to seek corporate sponsorship or other funding sources to repay the loan and
address future lease payment requirements.
Amended
by Council on February 13, 2001 to read as follows:
That a grant in the amount of $36,000 be
approved to cover the gross lease expenses of the Markham Food Bank from April
1, 2001 to March 31, 2004 from an account to be specified by the Treasurer;

(3) CONVEYANCE OF PART OF

That part of Block 260, 65M-3078, designated as Part 93, Plan
65R-20992, be declared surplus property pursuant to Town of Markham By-law No.
178-96;
And That notice of the proposed disposition of such lands be placed on
the agenda for the Council meeting of January 30, 2001, also as required by
Town of Markham By-law 178-96;
And Further That a by-law be enacted at the Council meeting on February
13, 2001, authorizing the Mayor and Clerk to execute a Transfer/Deed of Land to
Rust Developments Ltd. for lands legally described as Part of Block 260, Plan
65M-3078, designated as Part 93, Plan 65R-20992, in form satisfactory to the
Town Solicitor.
(4) LETTER OF INTENT FOR
GRANT
- ONTARIO SUPERBUILD CORPORATION (7.12.3 & 6.6)
That Council confirms that the Town of Markham is compliant or in the
progress of gaining compliance with the new Ministry of Environment Drinking
Water Protection Regulation, Ontario Regulation 459/00 made August 9, 2000
(“DWPR”);
And
That Council considers the Angus Glen Community Centre and Library to be its
highest sport, recreational, cultural or tourism infrastructure priority;
And
That Council confirm the Town of Markham does not have any outstanding public
health and safety issues or projects affecting its existing sport, recreational,
cultural and tourism facilities;
And
That the Clerk submit a letter of intent to the Ontario SuperBuild Corporation
respecting the qualification of the Angus Glen Community Centre and Library for
funding under Round 1 of SuperBuild Sports, Cultural and Tourism Partnership
initiative for the amount of $2,983,820 to be adjusted to reflect the increase
in the cost of construction from 1998 to the proposed tendering date of fall
2001 based on the Statistics Canada non-residential build price index;
And that a
copy of this motion be forwarded to the three local MPP’s.

Number 106-71, pertaining to Traffic Control Signals, as amended, be further

That Schedule 14 of Traffic By-law Number
106-71, be amended to include Heavy Traffic Prohibition on Main Street
Unionville South, between Highway #7 and Unionville Gate;
And That the Roads Department be authorized
to install a truck prohibition sign in each direction of Main Street Unionville
South between Highway #7 and Unionville Gate upon approval of the by-law;
And Further That York Regional Police be
requested to enforce the Heavy Traffic Prohibition upon approval of the by-law
amendment and installation of the appropriate signage.

maximum speed of 40 kilometers per hour to the indicated streets named on
By-law 2001-51.

(5) REVIEW OF ON-STREET
PARKING NEEDS
ON LAURELEAF ROAD (5.12.4)
That Schedule
1 of Parking By-law 336-88, as amended, be further amended to rescind the “No
Parking Anytime” restriction on the west side of Laureleaf Road from Steeles
Avenue to a point 76 meters north of Steeles Avenue;
And That
Schedule 1 of Parking By-law 336-88, as amended, be further amended to include
a ‘No Parking Anytime’ restriction on the west side of Laureleaf Road from
Steeles Avenue to a point 130 meters north of Steeles Avenue;
And Further
That Mr. Rob Mikitish of 3 Laureleaf Road be advised of these recommendations
and the Parking Control Division of By-law Enforcement be requested to enforce
the “No Parking” restrictions on Laureleaf Road, upon installation of the
signs.

(6) UPDATE ON THE WASTE
MANAGEMENT DEPARTMENT’S
BAG-BASED COLLECTION PILOT PROJECT (5.1)
That Council endorse the
extension of the Bag-It pilot project to May 2001.
(7) APPROVAL FOR THE WASTE
MANAGEMENT
DEPARTMENT’S AUTOMATED CART-BASED
COLLECTION PILOT PROJECT (5.1)
That Council approve the
implementation of an Automated Cart-based Collection pilot project in Ward 5
for a six-month period from April to the end of September;
AND THAT Council approve
Town funding of this project in the amount of $110,000 with $60,000 of this
total being transferred from the 2000 Capital Project #2701 (Account
62-5350-2701-005) for the Bag-It pilot project and the remaining $50,000 being
derived from pre-approval of the Waste Management Department’s 2001 capital
budget request for this project;
And That subject to
approval of staff’s $100,000 grant application to the Federation of Canadian
Municipalities (FCM) Green Municipal Enabling Fund (GMEF) for this project,
Council authorize staff to return $100,000 to the appropriate reserve to offset
the $110,000 Town expenditure for this project;
And Further That staff
report back to Council prior to the end of the six-month pilot period with an
update report, and possible extension of the pilot project in order to gain
winter experience with this collection system, the funding of which to be
determined at that time.
