Environment & Transportation Committee convened at the hour of 1:03 p.m.
with Councillor J. Virgilio in the Chair.
DISCLOSURE
OF INTEREST
Councillor Joe
Virgilio disclosed an interest with respect to the matter considering the
intersection at Highway 48 and Sixteenth Avenue by nature of being the
representative for a shareholder for the lands on which the Heritage house sits
and did not take part in the consideration or discussion of or vote on the
question of the approval of such matter.
THAT
THE FOLLOWING RECOMMENDATIONS BE REFERRED TO COUNCIL FOR APPROVAL.
1. OPERATIONAL
REVIEW OF THE
INTERSECTION OF FRED VARLEY
DRIVE AND FONTHILL BOULEVARD (5.12.3)
RECOMMENDATION
That Schedule
12 of By-law 106-71, a by-law pertaining to compulsory stop signs, be amended
to provide for an All-Way Stop Control at the intersection of Fred Varley Drive
and Fonthill Boulevard;
And that
School Crossing Guard service not be established at the intersection of Fred
Varley Drive and Fonthill Boulevard;
And further
that the York Regional Police be requested to enforce the all-way stop control
upon installation of these signs.

TRAFFIC CALMING PROJECTS (5.12)
It was noted
by Councillor Shapero that a project for Ward 2 is yet to be determined.
RECOMMENDATION
That
the proposed traffic calming projects for the following streets be implemented
in Fall 2001/ Spring 2002:

Budget (Account Number 065-5350-2822-005).

That School
Crossing Guard service be established at the intersection of Larkin Avenue and

5. REGION OF YORK - YONGE STREET
TRANSITWAY EA (13.4 & 5.14)
RECOMMENDATION
That
the memo from the Director of Engineering dated September 12, 2001, with
respect to the Region of York – Yonge Street Transitway EA be received;
And
that the letter from the Region of York dated September 11, 2001advising the
Region “will revise the Draft Terms of Reference for the Yonge Street
Transitway to include a stipulation that a final design for any interim
solution for transit priority on Yonge Street be of sufficient dimensions and design
to allow for the possible operation of LRT vehicles” be received;
And
that the draft Terms of Reference dated May 2001 for the Yonge Street
Transitway be endorsed subject to
a)
the
protection of Light Rapid Transit technology in the proposed transitway;
b)
the
Terms of Reference reflecting that the ultimate design for the Rapid Transit
corridor will be equally compatible for both Light Rapid Transit and busway
technology;
And
that the Region of York be advised accordingly.

6. PACIFIC MALL (5.14)
Mr. Dave
Richardson, Marshall Macklin Monaghan, was in attendance on behalf of Canadian
Tire Corporation in support of traffic lights at Steeles Avenue and Canadian
Tire/Market Village driveways.
Mr. Nystrom,
Cole Sherman, representing Pacific Mall, Market Village and Kennedy/Steeles,
spoke in support of the lights on Steeles Avenue at Pacific Mall Driveway and
Redlea Avenue.
Staff
indicated that the improvements on the Kennedy Road access areas would be
proceeding as discussed.
RECOMMENDATION
Whereas the
owners of Pacific Mall have undertaken a traffic operational study which
identifies the need for a traffic signal on Steeles Avenue to improve safety
and access to their site;
And whereas
the minimum traffic signal warrants are satisfied at the Pacific Mall
Driveway-Redlea Avenue and Steeles Avenue intersection;
And whereas
the City of Toronto has identified the intersection of Pacific Mall Driveway –
Redlea Avenue and Steeles Avenue for signalization as part of the approved
Environmental Study Report for the Steeles Avenue grade separation project;
*And whereas
the owners of Pacific Mall have agreed to contribute $100,000 towards traffic
signals at the Pacific Mall Driveway-Redlea Avenue intersection;
Now therefore
be it resolved that the Town of Markham advise the City of Toronto that the
Town strongly supports the installation of traffic signals on Steeles Avenue as
soon as possible, the preferred location being the Pacific Mall Driveway area
and Redlea Avenue intersection;
And that
Kennedy Road traffic improvements be implemented as soon as possible;
And that Town
staff and the Pacific Mall Task Force monitor the success of these
improvements.

And
whereas the owners of three properties, Kennedy Steeles Holdings, Market Garden, and
Pacific Mall have agreed to contribute $100,000 towards traffic signals at the
Pacific Mall Driveway-Redlea Avenue intersection;
7. LADYSLIPPER COURT – PARKING
PROHIBITIONS (5.12.4)
Councillor
Daurio raised concerns regarding the parking on Ladyslipper Court.
RECOMMENDATION
That a by-law
be enacted to prohibit parking on one side of Ladyslipper Court (hydrant side);
And that the
Ward Councillor hold a future community meeting to discuss parking restrictions
on adjacent streets;
And that the
Ward Councillor meet with the representatives of the synagogue, mosque and
temple to discuss shared parking use.

8. REQUESTED ALL-WAY STOP CONTROL AT
CARLTON ROAD AND PENNOCK CRESCENT
AND AT CARLTON ROAD AND MCKAY CRESCENT (5.12.3)
RECOMMENDATION
That all-way
stop control at the intersection of Carlton Road and Pennock Crescent (east
leg) or at Carlton Road and McKay Crescent (east leg) be deferred.

REESOR’S DRIVE, WESTBOUND
SIGHTLINE AT HENRY CORSON
PLACE (5.12.4)
Councillor
Heath asked that this item be deferred as the resident was not in attendance.
RECOMMENDATION
That a
parking prohibition on Senator Reesor Drive between Wooten Way South and Henry
Corson Place be deferred.

10. MANAGING
THE PROTECTION OF
WATERCOURSES (5.7 & 5.3)
Ms.
Nancy Mather, Cosburn Patterson Mather, was in attendance to make a
presentation on Managing the Protection of Watercourses.
The
Director of Engineering was requested to submit to Council Members a summary of
background studies for various watercourses in Markham. The Engineering Department was also
requested to review the status of the two watercourses in the Raymerville area
and report back.
RECOMMENDATION
That the
report by the Engineering Department entitled “Managing the Protection of
Watercourses” be received;
And that staff
be authorized to meet with interested stakeholders and Councillors to discuss
the management of watercourses and report back to Council.

RECOMMENDATION
That the
verbal presentation of the Director of Engineering with respect to the
Transportation Strategy Update be received.

RECOMMENDATION
That the
presentation of the Manager of Transportation with respect to Travel Demand
Management (TDM)/ Transportation Management Association (TMA) be received;
And that staff
be directed to proceed to develop guidelines for implementation and management
of a Travel Demand Management and evaluate federal funding opportunities;
finalize Transportation Management Association set-up and implementation; and
report to Council in November with a detailed work program.

That the
presentation by the Director of Engineering and the Manager of Transportation,

received.

RECOMMENDATION
That the
report from the Region of York dated August 29, 2001 with respect to the
Markham By-Pass Extension, Highway 407 to Morningside Avenue be received.

18. INTERSECTION
AT HIGHWAY 48 AND

RECOMMENDATION
That staff
meet with representatives of the Region of York and Ministry of Transportation
to discuss intersection improvements at Highway 48 and Sixteenth Avenue and
report back to Committee as soon as possible;
And that staff
give further consideration to the Heritage structure at the northeast corner of
Highway 48 and Sixteenth Avenue.

19. GO TRANSIT TRAIN STATION, MCCOWAN ROAD
AND
BULLOCK DRIVE (5.14.2)
Committee
received a deputation from S. Taylor, Acting Director of Recreation Services,
in opposition to the proposal for GO Station parking at the Centennial
Community Centre and its potential impact on the recreation services provided.
RECOMMENDATION
That the
deputation with respect to the GO Transit Train Station at McCowan Road and
Bullock Drive made by S. Taylor, Acting Director of Recreation Services, be
received.

20. MAINTENANCE OF PARKS, VALLEYS
AND WATERCOURSES (6.3)
Mayor Cousens
raised concerns regarding garbage and downed trees accumulating in Town creeks
and valleys.
RECOMMENDATION
That staff be
requested to prepare a report on the maintenance of creeks, waterways and
stormwater management ponds throughout the Town of Markham.

21. GARBAGE ON BOULEVARDS &
ROADWAYS (5.6 & 5.7)
Regional
Councillor Landon expressed concerns with respect to the maintenance of Town
boulevards and roadways.
RECOMMENDATION
That Town staff be requested to prepare a report on the maintenance of
Town boulevards and roadways.

The
Environment and Transportation Committee meeting adjourned at the hour of 4:20
