1.         MARKHAM AFRICAN CARIBBEAN ASSOCIATION
            GRANT REQUEST – BLACK HISTORY MONTH (7.6 & 16.10)

 

RECOMMENDATION:

 

That a grant in the amount of $750 to Markham African Caribbean Association be approved and charged to Grant Account #220-220-7802 or the Race Relations budget to assist with the costs to host the Black History Month celebration to be held at the Civic Centre on February 20, 2001.

 

 

2.         BILL 140 DELEGATION OF TAX RATIO SETTING
            AUTHORITY (7.3)

 

RECOMMENDATION:

 

That Council endorse the Region of York’s position detailed in their letter of January 17, 2001 to the Minister of Finance requesting a further extension of the deadline for delegation of the responsibility for the setting of Tax Ratio’s from February 28, 2001 to April 30, 2001;

 

And that prior to the regulated deadline, staff report back to Council on the status of the delegation of the responsibility for the setting of Tax Ratios to the lower tier municipalities for the 2001 taxation year.

 

 

3.         2000 INVESTMENT PERFORMANCE REVIEW (7.0)

 

RECOMMENDATION:

 

That the report entitled ‘2000 Investment Performance Review’ prepared pursuant to Regulation 74/97 Section 8, of the Municipal Act be received and be prepared semi-annually in the future.

 

 

4.         LEASE OF VEHICLE (5.10)

 

RECOMMENDATION:

 

That the lease of one (1) Ford/Lincoln for the Mayor be awarded to Markville Ford Lincoln Limited for a three year term, in the bid amount of $23,152.32, plus taxes for a total award of $26,625.24, inclusive of all taxes, being the lowest acceptable bid received;

 

And that the Mayor and the Clerk be authorized to execute the lease agreement for a term of three years.


 

5.         REGION-WIDE NO SMOKING BY-LAW (13.4)

 

RECOMMENDATION:

 

That a by-law be presented to repeal By-law No. 101-2000, ‘A By-Law to Regulate the Smoking of Tobacco in Public Places and Workplaces Within the Town of Markham’;

 

And that the Region of York be requested to delegate authority to the Town of Markham to also enforce the Regional By-law.

 

 

6.         AREA SPECIFIC DEVELOPMENT CHARGES (7.11)

 

RECOMMENDATION:

 

That the questions raised with regard to the fairness of area specific development charges as they apply to the Helen Avenue and Sabiston Drive areas and completion of the Kennedy Road noise berm be considered addressed, as a result of the ruling of the Ontario Municipal Board decision on November 8, 2000, order # 1643.

 

 

7.         407 NOISE ATTENUATION (5.10)

 

RECOMMENDATION:

 

That the Town re-affirm its position with respect to noise attenuation on the 407 corridor and that Mayor Cousens arrange a meeting with the Minister of Transportation and two of the local MPP's - Hon. David Tsubouchi, MPP Markham and Ms. Tina Molinari, MPP Thornhill to discuss this matter.

 

 

8.         SALES TRAILER AGREEMENT    BLOCK 39,
            PLAN 65M-3226 (8.2)

 

RECOMMENDATION:

 

That the Town be authorized to enter into a Sales Trailer Agreement with 1412533 Ontario Inc., and 1377944 Ontario Inc. with respect to Block 39, Plan 65M-3226 and that the Mayor and Clerk be authorized to execute the agreement in a form satisfactory to the Town Solicitor.

 

 


 

 

9.         BIG BROTHERS OF YORK - BOWL FOR KIDS SAKE 2001 (12.2.6)

 

RECOMMENDATION:

 

That sponsorship in the amount of $500 at the Markham event - Club 300 Bowl - for the Bowl for Kids Sake 2001, Big Brothers of York, on Saturday, February 17, 2001 be approved.

 

 

10.       YWCA OF GREATER TORONTO – 21ST
            ANNIVERSARY WOMEN OF DISTINCTION AWARDS AND DINNER (12.2.6)

 

RECOMMENDATION:

 

That the request for sponsorship for the YWCA Women of Distinction Awards and dinner to be held on Wednesday, May 16, 2001 at the Metro Toronto Convention Centre be received and that any member of Council who wishes to attend may do so with costs to be paid through his/her respective budget.

- MINUTES – MEETING NO. 3 – JANUARY 22, 2001

 

RECOMMENDATION:

 

That the minutes of Meeting No. 3 of the Finance & Administrative Committee be and are hereby confirmed.

 

 


 

12.       MONUMENT TO CELEBRATE 100TH ANNIVERSARY OF
            MARCONI (12.2.6)

 

Messrs. Joe Fellin, Sam Primucci and Antonio Caruso (artist) were in attendance to request that a bronze monument be placed on the Civic Centre site in celebration of the 100th Anniversary of Marconi.

 

RECOMMENDATION:

 

That the request from the Organizing Committee for the placement of a monument at the Markham Civic Centre to commemorate the100th anniversary of Guglielmo Marconi discovery be referred to the Community Services and Development Services Commissions to outline guidelines and develop a criteria and report to the Community Services meeting to be held on March 5, 2001.

 

 

13.       INFORMATION TECHNOLOGY SERVICES STATUS
            REPORT (7.13)

                

The Director of ITS gave a brief overview of the status of various information technology projects.  The IT team were thanked for their excellent job.  It was requested that a report be prepared on the status of Council minutes and agenda attachments being available on the web.

 

RECOMMENDATION:

 

That the Information Technology  Services (ITS) Status Report and Presentation by the Director of Information Technology Services be received.

 

 

14.       LICENSING OF TAXIS (2.0)

 

The Manager of Enforcement advised that taxi licences are renewed each year in February at which time all vehicles are checked.  Spot checks are also conducted throughout the year.

 

RECOMMENDATION:

 

That a public meeting be held as soon as possible to obtain input on all related issues with respect to the taxi industry and that all members of Council be invited to attend.

 

 

 


 

15.       STAFF AWARD OF CONTRACTS (7.12)

RECOMMENDATION:

 

That the report entitled ‘Staff Awards of Contracts for the month of January, 2001’ be received for information only.

 

 

16.       ONTARIO VOLUNTEER SERVICE AWARDS
            (13.2.10)

 

RECOMMENDATION:

 

That the letter from the Minister of Citizenship, Culture and Recreation inviting participation in Ontario’s volunteer recognition programs for the year 2001 be referred to the Town's Volunteer Recognition Committee.

 

 

17.       BLACK HISTORY MONTH (12.2.6)

 

The Mayor reported that in recognition of Black History Month, the Markham African Caribbean Association (MACA) is seeking nominations for the Markham Community Appreciation Awards.  Committee members to advise the Mayor of any suggestions.

 

 

18.       FCM 64TH ANNUAL CONFERENCE & MUNICIPAL EXPO (16.23)

 

Information with respect to the FCM Annual Conference and Municipal Expo was tabled.

 

RECOMMENDATION:

 

That the Commissioner of Corporate Services report back on the cost for the Mayor and eight Councillors to attend the FCM's 64th Annual Conference and Municipal Expo in Banff, Alberta on May 25-28, 2001.

 

And that any Councillor who attends such conference report back to the Finance & Administrative Committee on Conference information.

 

 

 

 


 

19.       MARKHAM LITTLE THEATRE (6.2 & 6.5)

 

It was reported that Mayor Cousens and Regional Councillor Landon are part of the Markham Little Theatre Fundraising Committee for the proposed building to be erected on the Markham Museum property.  A donation of $50,000 has been received from Emerson Electric.

 

 

20.       SUMMARY REPORT - TOURNAMENTS & DINNERS (12.2.6)

 

That a report be prepared by the Commissioner of Corporate Services advising of the total number of events approved in 2000 and the number of Councillors who attended these events.
