The Development Services Public Meeting convened at 7:06PM in the Council Chamber with Regional Councillor Jim Jones in the Chair.

1.         APPLICATION FOR OFFICIAL PLAN AMENDMENT
            & NEW SECONDARY PLAN FOR THE
            BUTTONVILLE AIRPORT REDEVELOPMENT PROPOSAL
            2833 16TH AVENUE, MARKHAM
            CONC 3 PT LOTS 13-15

            Report

 

The Public Meeting this date was to consider an application submitted by CF/OF Buttonville Properties LP for an Official Plan amendment and New Secondary Plan for the redevelopment of the existing Buttonville Airport lands, 2833 16th Avenue (OP 11 115381).

 

The Committee Clerk advised that 100 notices were mailed on January 8, 2013, and six Public Meeting signs were posted on January 8, 2013.  Five written submissions were received regarding this proposal.

 

The Committee Clerk advised that notice was published in the Markham Economist and Sun, Markham Page on January 24, 2013 and January 26, 2013.

 

Rino Mostacci, Director of Planning and Urban Design addressed the Committee providing opening remarks relative to the Buttonville Airport redevelopment proposal.  He also provided some high level context.

 

Staff gave a presentation regarding the proposal, the location, surrounding uses and outstanding issues.

 

Mr. Finely McEwen, Senior Vice President, Development, Cadillac Fairview delivered a PowerPoint presentation with respect to the Buttonville Airport redevelopment proposal.

 

Don Given of Malone Given Parsons Ltd delivered a PowerPoint presentation regarding the Buttonville Airport redevelopment proposal.

 

The Committee discussed connectivity from Highway 404 to the site, potential future overpass, transportation analysis, community amenities, ensuring that accessibility initiatives are considered, consideration for an underground waste management system and whether a building height of 60 stories is being contemplated.  Staff pointed out that the proposed Secondary Plan for this site will not preclude a 60-story building and that height restrictions will be dealt with through the zoning amendment application.

 

The Committee suggested that the applicant report back on the outcome of the barn swallows on this site and how this proposal aligns with the City's Greenprint Plan.

 

Peter Miasek, Unionville resident, addressed the Committee regarding the proposed Buttonville Airport redevelopment and inquired whether the closing of the Buttonville Airport will advance the opening of a Pickering Airport?

 

Mr. Don Givens advised that it is difficult to determine whether the closing of the Buttonville Airport will initiate the opening of a Pickering Airport.

 

Chris Papahadzis, Thornhill resident, addressed the Committee with respect to the proposed Buttonville Airport redevelopment and stated some concerns.  His concerns included proposed building heights, adequate community input and successful sustainable urbanism.

 

Staff pointed out that tonight's meeting is the required Statutory Public Meeting for the Official Plan Amendment and Secondary Plan and that there will be plenty of future opportunities for public input.

 

Frank Ning, Markham resident addressed the Committee regarding the proposed Buttonville Airport redevelopment and stated concerns.  He inquired whether any new schools will be required to accommodate for the proposed residential component and community amenities.

 

Mr. Don Givens advised that they have contacted the York Region School Board and that no new schools would be required.  He also advised that discussions regarding community amenities are underway.

1)         That the report dated January 17, 2012, entitled “INFORMATION REPORT - Application for Official Plan and Secondary Plan Amendment Buttonville Airport Redevelopment Proposal 2833 16th Avenue, Markham CON 3 PT LOTS 13-15 OP 11 115381” be received; and,

 

2)         That the report dated June 12, 2012, entitled “INFORMATION REPORT - Application for Official Plan Amendment & New Secondary Plan for the Buttonville Airport Redevelopment Proposal 2833 16th Avenue, Markham CONC 3 PT LOTS 13-15 OP 11 115381” be received; and,

 

3)         That the report dated October 23, 2012, entitled “INFORMATION REPORT - Application for Official Plan Amendment & New Secondary Plan for the Buttonville Airport Redevelopment Proposal 2833 16th Avenue, Markham CONC 3 PT LOTS 13-15 OP 11 115381” be received; and,

 

4)         That the Record of the Public Meeting held on January 28 2013, with respect to the application by CF/OT Buttonville Properties LP for an Official Plan Amendment & New Secondary Plan for the Buttonville Airport Redevelopment Area, be received; and,

 

5)         That the correspondence from Norman James Gottlieb, Container Corporation; Patrick Lee, Town of Richmond Hill; Ana Bassios, Town of Richmond Hill; Chris Papahadzis and Stephen J. D’Agostino, be received; and further,

 

6)         That staff be directed to prepare a final report and recommendation for the application by CF/OT Buttonville Properties LP for an Official Plan Amendment & New Secondary Plan for the Buttonville Airport Redevelopment Area.
