1.         APPOINTMENT OF MEMBERS TO MAYOR'S
            YOUTH TASK FORCE (16.21 & 16.24)

 

The matter of the composition of the Mayor's Youth Task Force was queried with respect to the involvement of elementary school students.

2.         PROCESS SERVERS - BY-LAW TO APPOINT
            MUNICIPAL LAW ENFORCEMENT OFFICERS (2.0)

That a by-law be enacted to appoint William Redmond, Thomas Redmond and Carol Redmond of Carol Wintrip Paralegal Services Inc. as municipal law enforcement officers to act as process servers for The Corporation of the Town of Markham (the "Town").

3.         SURPLUS PROPERTY - PORTION OF GO
            LANGSTAFF PARKING LOT (8.5)

 

Moved by Councillor J. Virgilio

Seconded by Regional Councillor G. Landon

 

That the portion of the Town owned GO Langstaff Parking Lot along the north side of Langstaff Road East, comprised of approximately 0.44 acres, being part of Lot 36, Concession 1, Thornhill be declared surplus pursuant to Town of Markham By-law 178-96;

 

And that approval be granted to the Manager of Real Property to offer for sale the Town owned portion of the GO Langstaff Parking lot to GO Transit;

 

And further that a report be brought forward detailing negotiations and to request the approval of Council regarding final disposition of the property.

4.         AMENDMENT TO BY-LAW 111-98
            FEES - FIRE & EMERGENCY SERVICES (7.15)

 

Moved by Regional Councillor G. Landon

Seconded by Regional Councillor T. Wong

 

That the schedule of fees that forms part of By-law 111-98 (which is a "By-law to charge fees for services for emergency and non-emergency incidents") be updated to current standards;

 

And that the section that waives fees for Town of Markham residents be removed, resulting in fees being charged to all people equally.

5.         THOMAS REID ROAD (10.14)

That By-law No. 114-77 be repealed, such that the name of Thomas Reid Road remains unchanged.

6.         2002 TAX CLAWBACKS (7.3)

 

P. Wealleans, Director of Taxation, briefed Committee on 2002 tax capping and claw back issues respecting commercial and industrial properties.  Members were advised that a report relating to funding shortfall would be presented to Council in the very near future.

That the verbal briefing from the Director of Taxation on 2002 tax capping and claw back issues respecting commercial and industrial properties, be received.

7.         2002 SECOND QUARTER YEAR TO DATE
            INVESTMENT PERFORMANCE REVIEW (7.0)

 

Members commended staff on the favourable variance on the Income Earned on Investments for the six months ending June 30, 2002.

That the report dated August 26, 2002 entitled "2002 Second Quarter Year to Date Investment Performance Review" be received.

8.         STAFF AWARDED CONTRACTS FOR THE PERIOD
            FROM JUNE 4 TO AUGUST 13, 2002 (7.12)

That the report entitled "Staff Awarded Contracts for the period from June 4 to August 13, 2002" dated August 26, 2002 be received for information only.

9.         SOCIETY FOR THE PREVENTION OF
            CRUELTY TO ANIMALS (12.2.6)

That the request to support the Ontario Society for the Prevention of Cruelty to Animals (OSPCA) fundraising event to be held at the new Ontario SPCA Provincial Animal facility on September 5, 2002 at a cost of $2,000.00 for a table of 10, be received.

10.       CANADIAN YOUNG HISTORIANS NATIONAL AWARD (12.2.6)

That the request to support the Canadian Young Historians National Award (CYHNA) initiative be received.

11.       MARKHAVEN BUILDING FUND CAMPAIGN (12.2.6)

That the request to purchase a table at the annual Markhaven Gala evening to be held at the Crystal Fountain Banquet Hall on Thursday, November 7, 2002 at a cost of $3,000.00 for a table of 10 be received;

 

And that The Markhaven Foundation be advised that the Town has fulfilled its Grant Policy for 2002 to Markhaven's Building Fund Campaign by previously approving sponsorship in the amount of $2,000 for their "Grandma's Run" event, which takes place on September 7, 2002;

 

And further that any Member of Council who wishes to attend the annual Gala Evening on November 7, 2002, may do so with costs to be paid through his/her respective budget.

12.       HABITAT FOR HUMANITY - YORK REGION (10.0)

That the request for the Town to provide a building lot as a donation to Habitat for Humanity - York Region to provide affordable ownership for those in need of housing be referred to Legal Services staff to review various options available, including the involvement of local developers and builders, and to also consider the feasibility of setting higher building standards.

13.       NATIONAL QUALITY INSTITUTE (12.2.6)

That the invitation from the National Quality Institute (NGI) to attend the '2002: An Excellence Odyssey's Summit and Canada Awards for Excellence gala luncheon on Tuesday, October 22, 2002 at the Metro Toronto Convention Centre at a cost of $3,000.00 for a table of 10 be received.
