Chamber, Civic Centre. Mayor Frank

1) Introductory Remarks
Mayor
Frank Scarpitti welcomed the attendees and gave introductory remarks and a
brief background of the Town initiatives leading up to the new Official Plan.
2) Notices
Notice
of the Special Meeting of Council was published in the Economist and Sun and Thornhill
Liberal on:
February 24 and 26, 2011
March 3 and 5, 2011
as
per the requirements of the Planning Act.
A notice was also sent to First Nations and Metis, Public Agencies,
Ratepayers Associations, members of the Town of Markham Developers Group and
individuals who requested notification as part of the Growth Management
Strategy.
3) Presentations
Jim Baird, Commissioner of Development
Services, introduced the staff in attendance, and began the presentation with a
summary of the Growth Management Strategy. Mr. Baird explained provincial and
regional requirements for the new Official Plan, Markham’s initiatives to date,
and the growth alternative endorsed by Council in May 2010. Key themes of the
Growth Management Strategy were also discussed.
Tim Lambe, Manager of Policy and Research
discussed the policies of the Regional Official Plan, the policy directions of
Markham’s Official Plan, and strategic objectives for the Official Plan process.
Mr. Lambe explained that over the next month
the policy group will be consulting with the community, industry groups,
agencies, First Nations and Metis and Town Departments and will be reporting
back to Development Services Committee in June on the public consultation
process. Further consultation will be scheduled, once a draft Official Plan is
prepared.
4) Delegations
Terry Goodwin commented on intensification and the need to provide a
buffer between existing development and intensification development; storm
water management with respect to the 100 year storm; and transportation needs.
Jeanne Ker-Hornell, representing the Unionville Village Conservancy,
spoke about the preservation of Heritage particularly the Berczy home on the
Beckett Farm, and the balance between old and new developments.
