Transportation Committee convened at the hour of 1:00 p.m. with Regional
Councillor G. Landon in the Chair.

1. TRAFFIC
CALMING - WINDRIDGE DRIVE (5.12)
Mr.
George Macri, 13 Windridge Drive, was in attendance in opposition to the survey
to revisit the proposal to add traffic calming speed humps to Windridge Drive.
Mrs. Sandra
Lumley, 6 Windridge Drive, was in attendance in support of the survey to
revisit the proposal to add traffic calming speed humps to Windridge Drive.
Clause 2 of
the staff report entitled "Neighbourhood Transportation Committee 2003
Projects", dated November 25, 2002, to be dealt with later in the meeting,
was considered at this time.

2. BICYCLE
SYSTEM IMPLEMENTATION PLAN

Mr.
Lloyd Fernandes, Transportation Engineer, presented an update on the Bicycle
System Implementation Plan, (Bicycle Path Study), including a history of the
Project and some of the Study highlights.

Bicycle Path Study, be received.

that the costs be financed from the current Capital Account No.
083-5300-054-005;
And
that Engineering staff report back with implementation plan details including
financing and interfacing with a Town-wide Pathway Master Plan Study.

3. REGIONAL
SIGNAL WARRANT POLICY AND WARRANT
RESULTS FOR STONE MASON
DRIVE/MINGAY AVENUE
AND 16TH AVENUE (5.12)
Mr. Alan Brown, Director of Engineering, reported
that the Region of York has recently completed a traffic signal warrant
assessment of the intersection at Stone Mason Drive/Mingay Avenue and 16th
Avenue, and has advised that the warrants have been met and that traffic
signals will be installed in the Spring of 2003.

That the Region of York be
requested to expedite the installation of the traffic signals at Stone Mason
Drive/Mingay Avenue and 16th Avenue.

of York is not able to expedite the installation of traffic signals at Stone
Mason Drive/Mingay Avenue and 16th Avenue due to staffing resources, that the

the local Councillor of the options available.

That the Region of York be
requested to enter into front-end agreements with developers that would include
conditions in the subdivision agreements relating to the installation of
traffic signals if warrants are between 70-80%.
And that the Region of York be required to amend
their signal warrant policy to establish guidelines whereby traffic signals
would be installed at the Region's cost with warrants between 70% and 80% in
established areas;
And that the Region of York provide semi-annual
updates of the status of signal warrants for requested locations in Markham
where warrants are less than 70%;
And that a copy of this report be forwarded to B.
Harrison, Director of Transportation Operations of the Region of York.

and that the amending by-law be approved;
And that the
Roads Department be directed to install all-way stop signs at the intersection
of Castlemore Avenue and Ridgecrest Road as soon as the by-law is approved;
And that the
York Regional Police be requested to enforce the all-way stop control upon
installation of these signs.

8. REQUEST TO INSTALL 4-WAY STOP SIGNS
& SPEED BUMPS ON
RAYMERVILLE DRIVE (5.12)
A petition
requesting the installation of 4-way stop signs & speed bumps on
Raymerville Drive in the area of Bendamere Crescent, Crandall Drive and Stone
Mason Drive had been referred to the November 25 meeting of Transportation
Committee by Council at its meeting held November 12, 2002. Mr. Peter Loukes, Director of Street
Services, and Mr. Arup Mukherjee,
Manager,
Transportation/Engineering, presented an option to implement pavement markings
and signs for this area of Raymerville Drive for Committee's
consideration.
Staff was
requested to advise when such measures could be carried out, if approved.

D'Amico, 414 Raymerville Drive, was in attendance and strongly supported the
request of the petitioners to install 4-way stop signs at the corner of
Raymerville Drive and Crandall Drive, and speed humps on Raymerville Drive
between Stone Mason Drive and Crandall Drive.

the following recommendation be referred to Council for consideration at its
meeting on November 26, 2002.
"That
the presentation by Peter Loukes, Director of Street Services, and Arup
Mukherjee, Manager, Transportation/Engineering with respect to pavement
markings and signs for Raymerville Drive in the area of Crandall Drive, be
received;
And
that the deputation of Mr. Mario D'Amico, 414 Raymerville Drive, in support of
a 4-way stop sign at Raymerville Drive and Crandall Drive and speed humps near
this intersection be received;
And
that, subject to on-street parking issues, staff be requested to undertake
short term measures near the intersection of Raymerville Drive and Crandall
Drive; including the installation of pavement markings, improved signage, and
cat's eye reflectors, to address the immediate safety concerns;
And
that in conjunction with this action, staff be requested to monitor the area
very carefully;
And
that the portion of Raymerville Drive between Cairns Drive and Stone Mason
Drive be included in the upcoming Cairns Drive traffic calming project
identified as part of the 2003 traffic calming programme;
And
further that staff be requested to report back to the Transportation Committee
in the spring of 2003.
That
staff be requested to obtain a legal opinion regarding the matter of the Town's
liability with respect to approving unwarranted stop signs.
That
staff be requested to bring forward a report on the "Road Watch
Program" to the January, 2003 meeting of the Transportation
Committee."
