The Community Services and Environment Committee convened at the hour
of 1:00 p.m. with Councillor A. Chiu in the Chair.

1. AUGUST 14, 2003 BLACKOUT REPORT (3.0,
7.15) Weblink
Mr.
S. Mintz, Deputy Fire Chief, was in attendance to speak to this issue.
Discussions included provision of back-up power, a dedicated location for Emergency
Operations Centre, and training procedures for elected officials.
Committee
directed staff to investigate ways to relay emergency information to the
residents, such as by use of media and visual boards. Staff was also directed
to consult with all Town departments with respect to the use of the Canada Room
as the Operations Centre.
That Council
receive the report dated February 9, 2004, entitled "August 14, 2003
Blackout Report" for information;
And
that Council approve funding of $20,000 to be included in the 2004 budget
process for the purpose of Emergency Management in Markham;
And that staff report back on methods of informing residents in the
event of an emergency.

2. USE OF TORONTO FIRE SERVICES
TRAINING FACILITIES (3.0) Weblink
Mr.
S. Mintz, Deputy Fire Chief, was in attendance to speak to this issue.
Committee discussed the rental costs, and the feasibility of a Markham
facility. Staff advised that a Regional facility is being considered.

Council authorize the Mayor and or Clerk to sign a Permission, Release,
Covenant and Indemnification to the City of Toronto and the Toronto Fire
Services respecting the use of Toronto Fire Services training facilities for
training exercises by Town of Markham firefighters, in a form satisfactory to
the Town Solicitor.

Award” be received;
And that Council recognize Christin Sadler of
the Markham Aquatic Club as the 2003 Silver Dolphin Award winner based on her
outstanding accomplishments.

4. PESTICIDE
REDUCTION IN THE TOWN OF MARKHAM (5.7) Weblink
Mr. P. Ingham,
General Manager of Operations, M. Ingwersen, Manager of Parks Construction and
Maintenance, and V. McGrath, Manager, Environmental Leadership were in
attendance to speak to this matter. Staff explained the purpose of this report
is to get an indication from the Committee on the direction they wish to
proceed, and staff will come back with a report on strategy and details.
Committee directed staff to report on the
results of the Pilot Project, and to advise of the status of the
recommendations from the Interim Report by the Pesticide Reduction Steering
Committee dated June 16, 2003. It was clarified that pesticide reduction and
enhanced park maintenance are separate issues and should be reported
separately.
Committee discussed the need for a schedule
or time frame for eliminating pesticide use, and that Public Information
Meetings must be held with respect to classification and revitalization of
parklands.

That the report entitled “Pesticide Reduction
in the Town of Markham”, dated February 4, 2004, be received;
And that the recommendations to reduce and
ultimately eliminate pesticide use within the Town of Markham, as outlined in
the Pesticide Reduction Strategy, be an
objective that staff continue to work on;
And that staff report back to the
Community Services and Environment Committee on an implementation program, the
timeline to meet targets, and clarification of processes and costs as they
relate directly and separately to pesticide reduction and maintenance;
And that staff report on the
recommendations of the Interim Report from the Pesticide Reduction Steering
Committee;
And that staff make a
presentation to the Pesticide Reduction Steering Committee on the report
regarding the implementation program and timelines, and that the comments of the PRSC
be forwarded to the Community Services and Environment Committee.

CLEAN AIR INITIATIVES (5.7)
Mr.
M. Carroll, Community Resource Centre, was in attendance to speak to this
issue. Mr. Carroll discussed Clean Air initiatives in the GTA, and encouraged
the Town of Markham to enact an Idle-Free Zone By-law.

Committee questioned the funding formula, the
timing of the funding contributions, and the potential shortfall from public
fundraising.
Staff was directed to clarify the wording of
the resolution, for Committee of the Whole on Tuesday, February 10, 2004. Staff
was requested to consider provision of parking spaces on the property, and the
use of a Board for operating the McKay House.
