Meeting of Council convened at 7:11 p.m. on April 26, 2012 in the Council
Chamber. Mayor Frank Scarpitti presided.

Mayor Frank
Scarpitti welcomed everyone to the meeting and introduced all Members of
Council to the audience. He introduced Mr. Graeme Roustan, Chairman &
CEO GTA Sports and Entertainment and Mr. Rudy Bratty,
Remington Group. Mayor Frank Scarpitti also introduced the special guest
from Nordlingen, Germany, Mr. Aksel Rinck.

Scarpitti provided a brief introduction on the proposed Markham Sports,
Entertainment and Cultural Centre.
Mr. Andy
Taylor, Chief Administrative Officer, provided a detailed PowerPoint
presentation on the proposed Markham Sports, Entertainment and Cultural Centre. He introduced Mr. Graeme Roustan, Chairman &
CEO, GTA Sports.
Mr. Graeme Roustan, Chairman & CEO, GTA Sports and Entertainment, introduced
some of the members of the team assembled for the proposed Markham Sports, Entertainment and Cultural Centre including:

Andress, Commissioner of the Canadian Women's Hockey League, introduced Brad
Morris who was also in attendance, and spoke in favour of the proposal.

and Land Development Association (BILD), reiterated the comments outlined in
her letter dated March 19, 2012 on voluntary contributions.

opposition to the proposal and provided comments.

Buxton, representing the Ontario Speed Skating Association and the Markham
Speed Skating Club, spoke in support of the proposal and provided comments.

Kadlovski, representing Unionville BIA, spoke in support of the proposal and congratulated
Council on bringing the opportunity to the Town of Markham.

1) That the report entitled “Proposed Sports, Entertainment,
and Cultural Centre in Markham Centre” dated April 19, 2012 be received; and,
2) That
Council approve the partnership and financial frameworks described in this
report, to construct a Sports, Entertainment and Cultural Centre in Markham
Centre, with approximately 20,000 seats, subject to due diligence results
satisfactory to the Chief Administrative Officer, Council approval of final
terms, and execution of final agreements satisfactory to the Town Solicitor and
Chief Administrative Officer; and,
3) That
Council endorse the development contribution amounts as outlined in this
report; and,
4) That
the Chief Administrative Officer be authorized and directed to continue with
due diligence investigation and to finalize negotiations with GTA Centre, LP
and its limited partner(s) and bring a report forward to Council on the final
terms; and,
5) That
staff review and report to Council on any additional offers to contribute to
the capital cost of the Town of Markham Sports, Entertainment and Cultural
Centre that are brought to staff's attention; and further,
6) That
staff be authorized and directed to do all things necessary to give effect to
this resolution.

staff bring back progress reports on the Markham Sports, Entertainment and
Cultural Centre to evening General Committee meetings in May and June and
possibly July; and,
2) That
staff bring the site plan proposal for the Markham Sports, Entertainment and
Cultural Centre to an evening Development Services Committee meeting in June or
July, 2012; and,
3) That
Town Traffic and Engineering staff review all transit and traffic
requirements/improvements that may be necessary to facilitate the Markham
Sports, Entertainment and Cultural Centre and report back to an evening Committee
in June, 2012; and,
4) That
staff report back on options related to Section 37 contributions to the
Development Services Committee in May or June; and further,
5) That
Council establish a special Sub-Committee on the Markham Sports, Entertainment
and Cultural Centre and that staff report back to Council regarding the Terms
of Reference and Council composition of the committee, as
expeditiously as possible.
