Meeting convened at the hour of 7:00 p.m. in the Council Chamber with Deputy
Mayor J. Jones in the Chair.

The Chair advised the subject of the
Public Meeting this date was to consider an application submitted by EMK
Construction Ltd. and Treelawn Construction Ltd., 10519 and 10521
Woodbine Avenue, for draft plan of subdivision approval
and zoning by-law amendment (SU.06-108473 and ZA.06-108487).
The Committee Clerk advised that 124 notices were mailed on September 12, 2007, and a Public
Meeting sign was posted on September
11, 2007. No written
submissions were received regarding this proposal.
Staff gave a presentation regarding the proposal, the location,
surrounding uses. Outstanding issues include: the two heritage buildings
located on the site; current service allocation; proximity to the hydro
corridor; small stream was identified on the property; current layout of the
draft plan. Staff advised any possible
health implications due to the closeness of the hydro corridor would require
inclusion of warning clauses in the purchase and sales agreements. Staff also advised that the draft plan of
subdivision has been revised from the plan included in the preliminary report.
Chris Matson, Matson, McConnell Ltd was in attendance to respond to
questions.
The Committee enquired regarding plans for transit along Woodbine
Avenue.
Staff advised currently there is a TTC and/or YRT bus route and will
confirm in the final recommendation report.
There were no comments from the audience with respect to this
application.

That the Record of the Public Meeting held on October 2, 2007, with
respect to the proposed amendments to By-law 304-87 and 177-96, as amended, ,
to permit 210 single detached dwellings, located east of Woodbine Avenue, south
of Elgin Mills Road in the East Cathedral Community, be received;
That the application by EMK Construction Ltd. and Treelawn Construction
Limited to amend By-laws 304-87 and 177-96 be referred back to staff for a
report and recommendation once servicing capacity becomes available.

2. AMENDMENT
TO THE TOWN OF MARKHAM SIGN BY-LAW 2002-94

The Chair advised the subject of the
Public Meeting this date was to consider a Town initiated amendment to the Town
of Markham Sign By-law 2002-94, as it pertained to Special Sign Districts.
The Committee Clerk advised that notice was published in the Markham
Economist and Sun, Markham Page on September 20, 2007 and September 27, 2007.
Staff gave a presentation regarding the proposal. Staff reported the special sign districts
include: Thornhill Heritage Conservation
District; Unionville Heritage Conservation District; Markham Village Heritage
Conservation District and the Buttonville Heritage Conservation District Study
Area. The need for the amendment to the
Town of Markham Sign By-law 2002-94 would be to address the needs of the business
community; to improve the proportions of wall signs on larger buildings;
encourage replacement of non-complying signs; to discourage requests for
variances to the Town of Markham Sign By-law 2002-94.
Greg McCormick, Unionville BIA,
addressed the Committee stating concerns with how notification was given for
the proposed amendment to The Town of Markham Sign By-law 2002-94. Mr. McCormick does not support the proposed
amendment.
Richard Talbot, 10 Station Lane, addressed the Committee to express
his concern with respect to notification process. Mr. Talbot is not in support of the proposed
Town of Markham Sign By-law 2002-94 amendment and suggested
Main Street Unionville be excluded from the amendment.
Tracy MacKinnon, Unionville
BIA, addressed the Committee stating the Unionville businesses would not like
to see larger signs.
Staff advised that since the
proposed amendment to the Town of Markham Sign By-law 2002-94 is a Town wide
issue notification was served through the local newspaper on two occasions.
The Committee spoke on behalf
of Mr. Phil Howes, Markham BIA stating they are in support of the proposed amendment to
the Town of Markham Sign By-law 2002-94.
The Committee suggested excluding Main Street Unionville from the
proposed amendment in the final recommendation report.
The Committee questioned how
many requests are received on average for variances to the Town of Markham Sign
By-law 2002-94. Staff advised the Town
does not have that statistic and it would be very difficult to estimate because
Staff does not encourage sign companies and/or businesses to submit an
application to apply for a variance to the Sign By-law. The Committee also enquired how the Town of Markham compares to the other surrounding
Municipalities. Staff advised that will
be reported back in the final recommendation report.

the correspondence received from David Eqbal, David Johnston Architect, 8 Maple
Lane, Unionville, in support of the amendment to the Town of Markham Sign
By-law 2002-94, be received;
That the Development Services Commission report dated March 20, 2007
entitled “Preliminary Report, Town-initiated By-law Amendment to amend the Sign
By-law as it pertains to wall signs in Special Sign Districts, File No. ZA 07
109644” be received;
And that the Record of the Public Meeting held on October 2, 2007, with respect to the
proposed amendments to By-law 2002-94 be received;
And further that the application by the Town of Markham
to amend By-law 2002-94 be referred back to staff for a report and
recommendation.
