Committee convened at the hour of 9:02 AM in the Council Chamber with Regional
Councillor Jim Jones in the Chair. Regional Councillor Gord Landon assumed the Chair for
Transportation item, No. 1.
DISCLOSURE OF INTEREST
Councillor Valerie Burke disclosed an interest with respect to Item No.
3 regarding Shining Hill Homes Inc. at 360 John Street in Thornhill, by nature
of a family owned business in the Thornhill area, and did not take part in the
discussion of, or vote on the question of the approval of this matter.
1. SETTING SPEED LIMITS ON REGIONAL ROADS

Presentation
Steven Kemp, Director, Traffic Management and ITS,
Region of York gave a presentation entitled "Setting Speed Limits on
Regional Roads".
The presentation reviewed the criteria for determining
the appropriate speed limit, including safety issues and drivers focus. York’s
previous policy, based on the 85th percentile speed limit spiral has
been revised to minimize injury based on crash survivability and stopping
distances related to speed. The basic speed limit is 60 km/h in urban areas, 80
km/h in rural areas, 70 km/h in transition areas, and 40 km/h in school zones
at certain times. Mr. Kemp identified locations within Markham affected by
changes and noted that there would be no travel time impacts during peak
traffic periods.
Mr. Kemp and staff responded to questions from the
Committee regarding the speed limit and regional/provincial status of Highway 7
east of Donald Cousens Parkway, and Highway 48 north of Major Mackenzie Drive;
designation of collector roads; the appropriate speed for Highway 48 between Highways
7 and 407 where there is significant pedestrian traffic, and for Box Grove
By-pass at 14th Avenue; linking accident statistics to causes other
than speeding; balancing safe speed limits with rush hour behaviour; increasing
the speed limit for separate VIVA lanes; flyovers for major intersections; road
designs that imply a highway setting; irregular speed limits and the timing of
traffic lights that impede the smooth flow of traffic; coordinating local and regional
road speed limits; closing local roads to control traffic infiltration; and
full-time speed reduction in school zones.

Report
Councillor Valerie Burke disclosed an interest with respect to Item No.
3 regarding Shining Hill Homes Inc. at 360 John Street in Thornhill, by nature
of a family owned business in the Thornhill area, and did not take part in the
discussion of, or vote on the question of the approval of this matter.
Councillor Howard Shore provided
correspondence from Condor Properties dated February 26, 2014 regarding
transfer of ownership of a strip of buffer lands to adjacent residences, and a
draft motion in this regard, for review by staff and future consideration.

and staff report back on how best to give effect to the draft resolution.

4. PROPOSED BUTTONVILLE HERITAGE DISTRICT
ENTRY
AND STREET NAME SIGNAGE (2.16, 16.11)

The Committee questioned the
location of the signs as indicated on the map, and received clarification from
staff.

1) That the staff report entitled “Proposed Buttonville
Heritage District Entry and Street Name Signage” dated March 4, 2014, be
received; and,
2) That Council endorse the proposed design and location for
entry signage, shown on Figures 1 and 2 of the staff report dated March 4,
2014, for the Buttonville Heritage Conservation District; and,
3) That Council endorse the proposed design of street name
signage, shown on Figure 1 of the staff report dated March 4 , 2014, for the
Buttonville Heritage Conservation District; and,
4) That approval be granted to the Manager of Operations and
the Manager of Heritage Planning to negotiate with other governmental
organizations and agencies the final location of the entry signs which are
proposed to be located within the Woodbine Avenue right of ways outside the
jurisdiction of the City; and,
5) That the Mayor and Clerk’s Department be authorized to
execute any agreements required to permit City owned signage to be installed on
the Region of York’s Woodbine Avenue right of way, to the satisfaction of the
City Solicitor; and,
6) That the cost of the supplies required for the entry signage
(wooden posts, intecel board, appliqué, stain, etc.) and installation, at an
upset cost of $3,500.00 and any application approval fees payable, be paid for
from the Heritage Preservation Account (Reserve) 087-2800115; and further,
7) That Staff be authorized and directed to do all things
necessary to give effect to this resolution.

Report
Councillor Colin Campbell spoke to the deferral of
this matter. The Committee requested information on the impact on regional
roads, and utilizing land next to the property as well as ‘adjacent’ to the
business.
