2. YORK CATHOLIC DISTRICT
SCHOOL BOARD
CAPITAL PROJECT LIST 2002-2005

Bryce Eldridge, Superintendent of Plant, and Dan McCowell,
Senior Manager of Administrative Services, York Catholic District School Board
made a presentation on the Board's Capital Strategy including such issues as:
• the
legislative framework for funding
• new
pupil places funding
• the
basis for grant eligibility
• factors
considered in developing project needs
• proposed
Region-wide development - 2002 to 2026
• 1998
to 2004 capital program - 40 new projects (21 new schools and 19 additions)
• long
term plan for the Town of Markham:
- 1998 to 2002 - 7 additions, 1 new
school
- 2002 to 2007 - 5 new schools
• project
distribution - 1999 - 2003 - elementary schools
• project
distribution - 1999 - 2004 - secondary schools
• the
impact of the community

Messrs. Eldridge and McCowell also
provided copies of the Board's publication entitled "Accountability

regarding the Board's Capital Strategy, be received.

3. REGION OF YORK, 16TH AVENUE
SEWER
DEWATERING ISSUE (5.5)
At its meeting held on September 24, 2002, Development
Services Committee the matter of dewatering for the Region of York's 16th
Avenue trunk sewer was discussed.
Committee requested that representatives from the Region attend this
date to address concerns raised at that meeting, including:
• provide an update on the status of Markham
Fairgrounds
• the area that is affected
• any financial limitation in the contract
for water issues
Paul Jankowski, Director of Transportation, Design and
Construction Branch, Region of York, was in attendance to address Committee and
distributed a copy of his presentation in addition to a draft public
communication notice.
Mr. Jankowski stated that, with respect to the Region's 16th
Avenue trunk sewer project, the current area of impact is 9th Line to east of
Highway 48. It is anticipated the
impact area will extend west to Woodbine Avenue in Phase 2. The communication notice will be circulated
to all homes in the area bounded by Woodbine Avenue on the west, the Town
boundary on the north, the Town boundary on the east, and 16th Avenue on the
south. A public meeting with residents
in the affected area will be held in
late October.
With respect to water problems at the Markham Fairgrounds,
it has been determined there is no correlation between water quality at the
Fairgrounds and the sewer project. A
contingency plan has been put in place, however, to ensure the Markham Fair
will be incident free with respect to water.
With respect to well water quality, it has been determined
that the Region's dewatering has no impact in this regard. If the Region receives any complaints about
lack of well water, trucked and bottled water will be provided immediately and
investigation will follow.
Mr. Jankowski continued that the Region of York and
McNally/AeCON are completely committed to investigating every concern and issue
that is raised. Response times have
been improved and there is now a 24 hour service to deal with residents' concerns. Committee members will receive copies of
Regional reports on telephone complaints and Ward Councillors will receive
copies of any written complaints received by the Region.
Committee requested that the communication notice include a
banner on the letter and on the envelope stating "Important notice to
homeowners on wells" as well as more detail regarding response
information.
Terry Churchill, 43 Dickson Hill
Road, discussed his concerns regarding property values, water quality and
financial impact.
Lorne Smith, 10292 McCowan Road,
discussed his concerns regarding benchmarks for water monitoring, the impact on
property values, and the personal impact on residents.
Neil Magee, 7 Mill Race Court,
questioned the amount of water allowed to be drawn by the existing permit. He discussed his concerns regarding the
extent of the survey area and the area of impact, and the accuracy of base line
information regarding well monitoring.
Committee requested that the Region
provide the Town with a copy of the survey, a final copy of the information
communication, and the date of the Public Meeting. Members also requested that all complaints be acknowledged by
Regional staff.

Region of York, addressing concerns raised at the September 24, 2002
Development Services Committee meeting regarding problems connected with
dewatering by the Region of York for the 16th Avenue sewer project, be received
and the communication plan be endorsed.

4. FIREFIGHTERS' CALENDAR
SPONSORSHIP (12.2.6)
Scott Daniels, Town of Markham Firefighter, Marion Zimmer
representing Markham Stouffville Hospital, and Don McClean, Town of Markham
Fire Chief, were in attendance in support of their request for a donation from
the Town of Markham to the York Region Firefighters' calendar. Proceeds from the sale of the calendar will
go to the three York Region hospitals and the Canadian Breast Cancer
Foundation.

That the request to
sponsor the York Region Firefighters' Calendar, be approved;
And that the
sponsorship funding level be in the amount of $1,000.00 as per Council policy
to be charged to the 2002 grant budget;
And further that a
one time grant in the amount of $4,000.00 be approved, such grant to be charged
to a budget as determined by the CAO.
