The Environment & Transportation Committee convened at the hour of 1:00 p.m. with Regional Councillor G. Landon in the Chair.

 

            DISCLOSURE OF INTEREST

1.         PESTICIDE APPLICATION POLICY PRESENTATION FILE: 2.20

 

Mr. Mark Ingwersen, Manager, Parks Construction and Maintenance, presented to Committee a proposal for the establishment of a Pesticide Reduction Steering Committee.  It was suggested that a member of regional staff should sit on such committee.

 

RECOMMENDED:

 

            THAT A PESTICIDE REDUCTION STEERING COMMITTEE BE ESTABLISHED TO:

            -MONITOR AND REVIEW PESTICIDE FREE PARKS PILOT PROJECT IN WARD 2

            -REVIEW AND REPORT ON REDUCTION INITIATIVES IN OTHER CANADIAN MUNICIPALITIES

            -DEVELOP AND IMPLEMENT A PUBLIC AWARENESS/EDUCATIONAL PROGRAM;

 

            AND THE PESTICIDE REDUCTION STEERING COMMITTEE BE COMPRISED OF THE FOLLOWING MEMBERS:

            -REGIONAL COUNCILLOR T. WONG

            -COUNCILLOR E. SHAPERO

            -TOWN STAFF

            -MARKHAM CONSERVATION COMMITTEE (2 MEMBERS)

            -MARKHAM ENVIRONMENTAL ALLIANCE

            -CAMPAIGN FOR PESTICIDE REDUCTION ONTARIO (CPRO)

            -REPRESENTATIVE OF REGIONAL STAFF

 

            AND FURTHER THAT THE PESTICIDE REDUCTION STEERING COMMITTEE REPORT BACK TO THE ENVIRONMENT & TRANSPORTATION COMMITTEE.

2.         REQUEST FOR AUDIBLE PEDESTRIAN SIGNALS AT THE
            INTERSECTION OF AUSTIN DRIVE AND BULLOCK DRIVE FILE: 5:12

 

That the following resolution be referred back to staff of the Community Services Commission to investigate whether the funding for audible pedestrian signal at the intersection of Austin Drive and Bullock Drive could be included in the 2001 Capital Budget, and report to the Council meeting of May 22, 2001:

 

            ‘Council endorse the upgrade of the existing traffic control signals at the intersection of Austin Drive and Bullock Drive to install audible pedestrian signals;

 

            And further that funding for the upgrade of the existing traffic control signal at the intersection of Austin Drive and Bullock Drive to audible pedestrian signal operation for the amount of $25,000.00 be included for consideration in the 2002 Capital Budget preparation.’

3.         PERMIT PARKING - CORNELL COMMUNITY FILE: 5.12.4

 

That a by-law be presented to amend the Parking By-law, By-law 336-88, as amended, to provide for permit parking on designated streets in the Cornell community;

 

And that approval of which shall include the following conditions:

·        permits be issued on a six month basis,

·        permits must be displayed at all times while the vehicle is parked on the street to avoid being ticketed,

·        vehicles must only park on streets permitted by signage

·        permits will not be issued for commercial vehicles, i.e. tow trucks, tractor trailers, cube vans, dump trucks, boats, mobile homes, etc.

·        and vehicles shall not be permitted to park in excess of 48 hours at a time;

 

And that permits will be issued to those addresses, within the Cornell community, with more passenger vehicles than parking spaces available, to a maximum of 4 permits;

 

And that fees for permit parking shall be as follows:

·        $20.00 for the first vehicle per month

·        $20.00 for the second vehicle per month

·        $35.00 for the third vehicle per month

·        $50.00 for the fourth vehicle per month

 

And that the Town reserves the right to revoke permits at its sole discretion;

 

And further that, all residents in the Cornell area be notified of the permanent permit parking program.

4.         2001 ASPHALT RESURFACING PROGRAM FILE: 5.10

 

That the list of streets included in the Roads Department's proposed 2001 Asphalt Resurfacing Program, as detailed in this report, be approved;

 

And that the firm Infrastructure Management Systems Ltd., be commissioned to undertake the roads assessment and data input for 2001, to an upset limit of $40,000 funded from the Roads Department's approved 2001 Capital Budget account 050 6150 2232 005.

5.         MR. JOHN WILLIAMS, SWAN LAKE VILLAGE
            NEIGHBOURHOODS OF GREENSBOROUGH COMMITTEE
            TRANSPORTATION ISSUES FILES: 10.5, 10.7

 

Committee had before it a memorandum dated April 30, 2001 from John Williams, Swan Lake Village Neighbourhoods of Greensborough Committee, expressing concern with respect to certain transportation issues in the area related to DiIorio proposed Draft Plan of Subdivision, 6650 16th Avenue.  Mr. Williams was in attendance along with three members of the Committee to reiterate the concerns as outlined.

 

 

Committee received a draft memorandum from the Director of Engineering addressing the specific concerns.

 

Committee requested the response to Mr. Williams include that the Town will include a condition in the draft plan conditions for the DiIorio plan of subdivision to provide that all way stops be installed at the intersection of the ‘Central Collector Road’ with the Swan Lake entrance and the local road opposite to it when the roads are constructed.

 

RECOMMENDED:

 

THAT THE DRAFT RESPONSE DATED MAY 14, 2001 FROM THE DIRECTOR OF ENGINEERING TO THE SWAN LAKE VILLAGE NEIGHBOURHOODS OF GREENSBOROUGH COMMITTEE BE APPROVED AS AMENDED.

6.         LISA ZIONS, 251 CHURCH STREET
            REQUEST TO REMOVE TREES FILE: 5.0

 

Committee had before it communications from Lisa Zions requesting the removal of several trees on the property located at 251 Church Street.  Ms. Zions was in attendance in support of such request.

 

It was pointed out that any tree removal would require approval of Council as provided by the Tree By-law.

 

RECOMMENDED:

 

            THAT STAFF OF THE FORESTRY DEPARTMENT AND STREET SERVICES DEPARTMENT MEET WITH MS. ZIONS AND THE WARD COUNCILLOR TO INVESTIGATE A REASONABLE SOLUTION.

7.         TRANSIT SERVICING PROGRAM UPDATE FILE: 5.14

 

Mr. Don Gordon introduced Regional Councillor Diane Humeniuk, Chair of Regional Transit and Shawn Hertel of the Regional Transit Department.  Ms. Irene McNeil and Mr. Dave Roberts of the IBI Group presented the York Region 5-year transit service plan.

 

In summary, Ms. McNeil requested that Council submit any comments or priorities, with respect to transit, that should be included in the 2002 transit budget.

 

RECOMMENDED:

 

            THAT THE PRESENTATION OF IRENE MCNEIL, YORK REGION TRANSIT AND MR. DAVE ROBERTS, IBI GROUP, WITH RESPECT TO YORK REGION’S 5-YEAR TRANSIT SERVICE PLAN, BE RECEIVED.

8.         ASPHALT RESURFACING - SHERWOOD FOREST DRIVE FILE 5:10

 

That Sherwood Forest Drive be included in the list for the 2002 asphalt resurfacing program.

9.         OUTSTANDING ISSUES
-PARKING ON OLD KENNEDY ROAD
-3-HOUR PARKING - SIGNAGE FILE: 5.12.4

 

That staff be requested to report to the next Environment & Transportation Committee with respect to parking restrictions on Old Kennedy Road and signage for the 3-hour parking restriction in Milliken Mills.
