Public Meeting convened at 7:04 PM in the Council Chamber with Regional
Councillor Jim Jones in the Chair.

1. RENAMING
THE TOWN OWNED SECTION
OF HIGHWAY 48 TO MARKHAM ROAD

The Public Meeting this date was to
consider the renaming of the Town owned section of Highway 48 to Markham Road.
The Committee Clerk advised that 88 notices were mailed on March 7,
2012, and approximately 127 notices were hand-delivered to tenants and owners. Notice
was published in the Markham Economist and Sun, Markham Page on March 8 and
March 15, 2012. One written submission was received regarding this proposal.
Staff gave a presentation regarding the proposal and the public
notification and consultation provided.
Ted Brown requested clarification on the reason for the name change,
and requested consideration be given to compensate property owners for the costs
involved in updating legal documents and address change expenses.
The Committee explained that this section of road used to be under the
jurisdiction of the Province, and has now been handed over to the Town. Expenses
were discussed. It was suggested that the Town Solicitor be consulted regarding
legal requirements for address changes, and an update can be provided at
Council when this matter comes forward. It was also suggested that a delay in
implementing the name change may provide the owners with lead time to prepare;
however, consideration must also be given to the address requirements for new
development being built.
Staff confirmed the numbers will remain the same, just the road name
will change, and there will be no conflict with numbering on other sections of
the road.
The Committee noted that further stretches of the Highway may be
conveyed to the Town in future years; however, those name changes will have to
be dealt with at that time.
The Committee directed that this matter be forwarded to Council no
sooner than April 17, 2012.

deputation by Ted Brown regarding concerns for the proposed renaming of the
Town owned section of Highway 48, be received; and

That Development Services
Committee approve a renaming of the Town owned section of Highway 48 between 16th
Avenue and Major Mackenzie Drive to Markham Road; and,
4)
That Council adopt a street name
change by-law to permit the renaming of Highway 48 between 16th
Avenue and Major Mackenzie Drive; and further,
5)
That this
matter be forwarded to Council no sooner than April 17, 2012.

2. PROPOSED
ZONING BY-LAW AMENDMENT
TO PROHIBIT NEW REVERSE SLOPE
DRIVEWAYS
IN THE TOWN OF MARKHAM

The Public Meeting this date was to
consider a proposed Zoning By-law amendment to prohibit new reverse slope
driveways in the Town of Markham (PR-128052).
The Committee Clerk advised that notice was published in the Markham
Economist and Sun, Markham Page on March 8 and March 15, 2012. Seven written
submissions were received.
Staff gave a presentation regarding the proposed zoning by-law
amendment to prohibit new reverse slope driveways in the Town of Markham.
The Committee discussed options for grandfathering, replacement of
existing garages, and exemptions for land slopes. Construction alternatives
such as concrete barriers between the garage and house to prevent flooding were
discussed.
Marilyn Ginsberg, representing the Grandview Residents Association and
the Bayview Glen Residents Association, made a deputation in support of the
proposal and discussed the excessive flooding problems in Thornhill. Ms.
Ginsberg provided a copy of her statement.
Marion Matthias representing the Ward One South Residents Association
spoke in support of the proposal and endorsed the presentation by Ms. Ginsberg.
Roy Vanek spoke of possible solutions to flooding of his existing
reverse slope driveway. The Committee recommended Mr. Vanek speak to
Engineering staff on this issue.
The Committee thanked staff for their work on this matter, and the
residents’ representatives for their efforts.
The Committee directed that an exemption be given to properties with
naturally sloping topography, with an evaluation by Engineering staff regarding
appropriate measures to be taken.
A concern was expressed for houses with reverse sloped driveway
adjacent to new dwellings built to a higher grade, with respect to the height
variations. It was noted that 84 builders on the Developers Round Table list
were notified; however, the Committee requested further effort be made to reach
a wider range of builders.

received; and

Services Commission report dated December 6, 2011 entitled “PRELIMINARY REPORT
– Proposed Zoning By-law Amendment to Prohibit New Reverse Slope Driveways in
the Town of Markham, File Number: ZA 11-128052” be received; and,
4) That the record of the
Public Meeting held on March 27, 2012, with respect to the proposed Zoning
By-law Amendment to Prohibit New Reverse Slope Driveways in the Town of Markham
(ZA 11-128052) be received; and,
5) That the
proposed amendments include an exemption
