The Development Services Public Meeting convened at 7:03 PM in the Council Chamber with Regional Councillor Jim Jones in the Chair.

1.         PRELIMINARY REPORT
            DIGRAM DEVELOPMENTS INC. AND
            HUMBOLD PROPERTIES LTD.
            APPLICATIONS FOR DRAFT PLAN OF SUBDIVISION
            19TM-13003 AND ZONING BY-LAW AMENDMENT,
            SOUTHEAST CORNER OF DONALD COUSENS PARKWAY
            AND DELRAY DRIVE
            (SU 13-129548 AND ZA 13-129548) (10.7, 10.5)

            Report

 

The Public Meeting this date was to consider an application submitted by Digram Developments Inc. and Humbold Properties Ltd. for Draft Plan of Subdivision 19TM-13003 and Zoning By-law Amendment, Southeast corner of Donald Cousens Parkway and Delray Drive (SU 13 129548 and ZA 13 129548).

 

The Committee Clerk advised that 104 notices were mailed on December 20, 2013, and two Public Meeting signs were posted on December 17, 2013.  No written submissions were received regarding this proposal.

 

Staff gave a presentation regarding the proposal, the location, surrounding uses and outstanding issues.  Sandra Wiles of KLM Planning Partners, representing the applicant, provided additional details. The Committee had questions relating to the location of the pathway, the orientation of  lots adjacent to Donald Cousens Parkway, and noise mitigation.

 

There were no comments from the audience with respect to this application.

1)         That the report dated November 5, 2013, entitled “PRELIMINARY REPORT, Digram Developments Inc. and Humbold Properties Ltd., Applications for Draft Plan of Subdivision19TM-13003 and Zoning By-law Amendment, Southeast Corner of Donald Cousens Parkway and Delray Drive, File Numbers: SU.13 129548 and ZA.13129548”, be received; and,

 

2)         That the Record of the Public Meeting held on January 14, 2014, with respect to the applications for Draft Plan of Subdivision and Zoning By-law Amendment, be received; and further,

 

3)         That the applications Digram Developments Inc. and Humbold Properties Ltd., Applications for Draft Plan of Subdivision19TM-13003 and Zoning By-law Amendment, Southeast Corner of Donald Cousens Parkway and Delray Drive, File Numbers: SU.13 129548 and ZA.13129548, be referred back to staff for a report and recommendation.

            ZONING BY-LAW AMENDMENT TO
            PERMIT ADDITIONAL COMMERCIAL USES
            (ZA 13 126813) (10.5)

            Report

 

The Public Meeting this date was to consider an application submitted by 1406262 Ontario Inc. for Zoning By-law Amendment to permit additional commercial uses at 8375 Woodbine Avenue (ZA 13 126813).

 

The Committee Clerk advised that 27 notices were mailed on December 20, 2013, and a Public Meeting sign was posted on December 19, 2013.  No written submissions were received regarding this proposal.

 

Staff gave a presentation regarding the proposal, the location, surrounding uses and outstanding issues.  Staff will confirm the ownership of the lands to the east of the property, within the valley lands. Daniel Yeung, representing the applicant, was in attendance to answer questions.

 

There were no comments from the audience with respect to this application.

1)         That the Development Services Commission report dated September 10, 2013, titled “Preliminary Report, 1406262 Ontario Inc., 8375 Woodbine Avenue, Zoning By-law amendment to permit additional commercial uses, File No. ZA 13 126813” be received; and,

 

2)         That the Record of the Public Meeting held on January 14, 2014 with respect to the proposed Zoning By-law Amendment, be received; and,

 

3)         That the applications by 1406262 Ontario Inc. for a proposed Zoning By-law Amendment (ZA 13 126813), be approved and the draft implementing Zoning By-law amendment be finalized and enacted; and further,

 

4)         That staff be authorized and directed to do all things necessary to give effect to this resolution.
