The Community Services and Environment Committee convened at the hour of 1:10 p.m. with Councillor J. Heath in the Chair.

 

 

            DISCLOSURE OF INTEREST

1.         CENTENNIAL COMMUNITY CENTRE
            EXPANSION AND PARKING (6.6 & 5.12.4)

 

Committee discussed the feasibility of the inclusion of a gymnasium and indoor bocce courts at Centennial Community Centre, and the long term plans for the Crosby Community Centre and the Markham Village Community Centre.

That Council receive the report from Poulos and Chung entitled "Centennial Community Centre Expansion Assessment of Parking Demand On-Site Parking Supply, Access and Circulation";

 

And that Council endorse the parking lot design as outlined in Figure 4 of such report;

 

And that staff seek Region of York support for the concept;

 

And that staff prepare a Request for Proposal to retain an architect to design an addition to Centennial Community Centre;

 

And that the Architect present a plan that coordinates the building expansion with the parking lot design;

 

And further that staff continue to review options for the inclusion of indoor bocce courts at Centennial Community Centre.

2.         ANGUS GLEN COMMUNITY CENTRE SERVICING (6.6 & 5.0)

Mr. Alan Brown, Director of Engineering, introduced Mr. Frank Spaziani and Mr. Patrick O'Hanlon of the Angus Glen Development Corporation, who presented information on CON-DRAIN's schedule to complete the sewer and watermain construction on the Angus Glen Community Centre project.  In addition, listings of approvals received from the Town of Markham, and the status of approvals from other agencies were presented for information.

 

Committee expressed concern regarding the delays that have occurred.

That the verbal presentation of Mr. Frank Spaziani and Mr. Patrick O'Hanlon, Angus Glen Development Corporation, with respect to the sewer and watermain servicing of the Angus Glen Community Centre, be received.

That the minutes of the Mayor's Youth Task Force meeting held on November 26 and December 10, 2002, be received.

6.         CENTRALIZED FIRE DISPATCH (7.15)

 

Fire Chief Don McClean and Deputy Chief Shayne Mintz presented information on three proposed models being presented by the Region of York to improve the fire dispatch function for local municipalities.  Committee agreed that more detailed information was required prior to Council providing the Region of York with a definitive response.

That the information report entitled "Centralized Fire Dispatch", dated January 13, 2003, be deferred and referred to the Council Committee of the Whole meeting to be held on January 14, 2003.

7.         RESOLUTION - MARKHAM CONSERVATION COMMITTEE
            ENVIRONMENTAL SUSTAINABILITY FUND (5.7)

Seconded by Councillor E. Shapero

 

That the following resolution from the November 28, 2002 meeting of the Markham Conservation Committee with respect to the Environmental Sustainability Fund, be received and referred to Community Services Commission staff for report:

 

"Whereas Council had created the Environmental Sustainability Fund to undertake, amongst other projects, environmental rehabilitation within the Town;

 

And Whereas Council has entrusted to the Markham Conservation Committee the task of coordinating such rehabilitation efforts within the Town;

 

 

 

And Whereas Council has not provided the Markham Conservation Committee with the financial resources to undertake such efforts;

 

And Whereas funds for the Environmental Sustainability Fund are derived, in part, from taxpayers and are to be expended for their benefit;

 

And Whereas members of the Markham Conservation Committee are volunteers and taxpayers of Markham with special interest and expertise in these matters;

 

And Whereas efforts to rehabilitate and enhance our environment works best with full citizen participation;

 

Now Therefore Be It Resolved That the Markham Conservation Committee recommends to the Council of the Town of Markham to set aside, in any fiscal year, at least 10% of the Environmental Sustainability Fund to be awarded to citizen groups proposing to undertake projects within the guidelines of the Fund, and that the Markham Conservation Committee designate two of its members each year to serve upon the committee directing the Environmental Sustainability Fund."

8.         YORK REGION - EMERGENCY MANAGEMENT REFORM
            SAFE DISASTER RESILIENT COMMUNITIES (7.15)

That the letter and attachments, dated December 30, 2002, from the Region of York advising of approval of the Regional Emergency Management Program Policy, the intent of which is to provide safe, disaster resilient communities in York Region, be received.

9.         REGION OF YORK - BLUE BAG MRF
            PROCESSING REVIEW (5.2)

That the letter dated December 23, 2002 from York Region advising of approval on how the new material recovery facility on Bales Drive in East Gwillimbury will receive blue box material so that the facility design and contract negotiations can be completed, be received.

10.       RESOLUTION - TOWN OF EAST GWILLIMBURY
            FULL-TIME FIREFIGHTERS TO BE ALLOWED RIGHT
            TO WORK AS VOLUNTEER FIREFIGHTERS
            IN OTHER MUNICIPALITIES (7.15)

That the resolution dated December 21, 2002 from the Town of East Gwillimbury urging Premier Eves to immediately instruct that a Government Bill be introduced to allow fulltime fire-fighters the right to work as volunteer fire-fighters in other municipalities, be received.

11.       ONTARIO GOOD ROADS ASSOCIATION
            REQUEST FOR FURTHER NOMINATIONS TO
            2003-2004 BOARD OF DIRECTORS (5.10)

That the letter dated December 18, 2002 from the Ontario Good Roads Association requesting further nominations to the 2003-2004 Board of Directors, be received.

            ONTARIO MUNICIPAL ASSOCIATION
            COMBINED CONFERENCE - FEBRUARY 23-26, 2003 (5.10)

That the information on the 2003 ROMA/OGRA Combined Conferences to be held February 23-26, 2003 at the Fairmont Royal York Hotel, Toronto, Ontario, be received.

13.       DECORUM BOROUGH COUNCIL - ENGLAND
            SAMPLE COMMUNICATIONS BROCHURES (12.2.6)

 

Councillor Jack Heath presented sample communications brochures from Decorum Borough Council in England, on various topics including how to lodge complaints to government.  These would be forwarded to Corporate Communications for their information.

 

 

 

14.       PROPOSED MEDIA EVENT - AERIAL FIRE TRUCKS (7.15 & 12.2.6)

 

Councillor Jack Heath advised Committee that preparations are underway for a media event regarding two new aerial fire trucks being delivered to Markham.  He noted that the event would probably take place within the next month, once the vehicles have been checked out and some training has taken place.
