The Environment & Transportation Committee convened at
the hour of 1:10 p.m. with Regional Councillor T. Wong in the Chair. At 1:15 p.m. Councillor J. Virgilio assumed
the Chair.

RECOMMENDATION:
That the minutes of the Environment
& Transportation Committee meeting held on May 22, 2001 be received.

2. PRESENTATION ON
TRANSPORTATION STRATEGY (5.10 & 5.14)
The Commissioner of Development Services, Director of
Engineering and Mr. Nick Poulus, Poulus & Chung gave a detailed
presentation on the Markham Transportation Strategy. Mr. John Long, President, Lea & Associates, gave details with
respect to light rail transit strategy options. Mr. Dave Saunders, Vice President, Lea & Associates, was also
in attendance.
The goal is:
To achieve a balanced transportation system:
- Where
the road network provides a reasonable level of service during peak hours
and;
- A
comprehensive light rail transit system integrated with the subway and bus
network is available to the residents and employees of the Town of
Markham.
It was explained that the strategy has four components:
- Education/Support
Programmes
- Transit
System
- Road
Network
- Policy
Initiatives
It was pointed out that there is a change from the 1994
strategy at which time it was recommended that there be HOV lanes and 6 lanes
for all north/south regional roads.

This to become a blueprint subject to change

Go to public over next 6 months having Town Hall
meetings
·
Upgraded bus technology
·
Financial strategy required.

By-pass Victoria Square north of Elgin Mills Road
It was agreed that the following recommendation be forwarded
to Council for consideration this date:
RECOMMENDATION:
THAT the Transportation Strategy presentation for the Town of Markham be
received;
AND THAT staff report back with the final report on the Strategy
after consultation with the public and other agencies;
AND THAT Council and staff be authorized to present the
implementation plans for the strategy and particularly for the light rail
transit component to the public;
AND THAT a Strategic Implementation Task Force consisting of
Councillors, chaired by Councillor Joe
Virgilio, Chair of the Environment & Transportation Committee, and senior staff be initiated to
oversee the implementation plans;
AND THAT the alternative Regional Road Program, be submitted to the
Region of York for consideration;
AND THAT the Markham Transportation Strategy, be reviewed with the
GTSB, Region of York, Go Transit, City of Toronto, Town of Richmond Hill and
City of Vaughan;
AND THAT the Task Force update as required, the Environment &
Transportation Committee on the progress of the action plans.

BLUEPRINT FOR ACTION (5.10
& 5.14)
A proposal for Markham
Transportation Blueprint for Action, prepared by Mayor D. Cousens was
withdrawn.
