The Development Services Public Meeting convened at 7:00 PM in the Council Chamber with Regional Councillor Jim Jones in the Chair.

1.         PROPOSED AMENDMENTS TO
            DEVELOPMENT FEE AND BUILDING FEE BY-LAWS (10.0)

The Committee was advised that notice was published in the Markham Economist and Sun, Markham Page on February 3, 2011. One Letter was received.

 

Mr. Jim Baird, Commissioner of Development Services, advised that the subject of the Public Meeting this date was to consider a proposal to amend the Tariff of Fees for Processing Planning Applications and a proposal to replace the By-law respecting Construction, Demolition and Change of Use Permits and Inspections.

 

Jamie Bosomworth, Manager of Strategy and Innovation, and Tim Moore, Director of Building Standards gave a presentation explaining the factors affecting the 5-year average calculations to determine the annual rate adjustments for Planning fees and Building Permit fees.

 

Staff addressed the issues of concern identified in the correspondence from BILD, dated February 18, 2011, and responded to the Committee’s questions regarding the fee-based models, forecasting, and an update for BRAGG.

 

Councillor Don Hamilton read a letter from a resident suggesting a new fee category be created for non-contentious Minor Variance applications. Staff advised of a technical amendment category that may be helpful, and will investigate if a rebate is appropriate in this case.

1)         That the Record of the Public Meeting held on February 22, 2011, with respect to the proposed amendments to the Development and Building Fee By-laws be received; and,

 

2)         That the amendment to the “Tariff of Fees for Processing Planning Applications,” By-law 211-83, substantially in the form attached as Attachment "A", be enacted; and,

 

3)         That By-law 2009-160 be repealed and the attached “By-law respecting Construction, Demolition and Change of Use Permits and Inspections,” attached as Attachment “B”, be enacted; and further,

 

4)         That the By-laws come into force and take effect on March 2, 2011.
