The
Environment & Transportation Committee convened at the hour of 9:00 a.m.
with Councillor J. Virgilio in the Chair.

1. ANGUS GLEN COMMUNITY CENTRE:(6.6 &
5.10)
Moved by Regional Councillor G. Landon
Seconded by Councillor G. McKelvey
That Markham Council endorse the advancement
by the Region of York of the construction of Major Mackenzie Dr. from Warden
Ave. to the east limit of the proposed Angus Glen Community Centre from 2005 to
2002/2003;
And that Markham Council endorse the
reprogramming by the Region of Warden Ave. improvements from Steeles Ave. to
Hwy 407 from 2002/2003 to 2003/2004;
And that the Region be requested to install
traffic signals, at the east and west entrances of the Community Centre as part
of their Major Mackenzie construction contract;
And that, York Regional Council and Kees
Schipper, Commissioner of Transportation and Works, be advised accordingly.

2. FIVE-YEAR TRANSIT SERVICE PLAN - MOBILITY PLUS (5.14)
Ms. Irene
McNeil, Manager of Planning, Region of York Transit, had been invited to attend
this meeting to make a presentation with respect to the Five-Year Transit
Service Plan for Mobility Plus, however staff were advised that she was unable
to attend. The matter was referred to
the next meeting of Environment & Transportation Committee to be held on
May 27, 2002.
3. MARKHAM CENTRE PRESENTATION RE:
ENTERPRISE DRIVE AND STORM WATER
MANAGEMENT ENVIRONMENTAL ASSESSMENT (10.8.1 & 5.7)
Mr. Martin
Scott, Project Manager, McCormick Rankin, was in attendance to conclude the
presentation given at the April 29, 2002 Environment & Transportation
Committee meeting with respect to the status of the Enterprise Drive and Helen
Avenue extension study.
Mr. Tim Mereu,
Project Manager, Ecoplans Limited, was also in attendance to conclude the
presentation given at the April 29, 2002 Environment & Transportation
Committee meeting with respect to the status of the Class Environmental
Assessment for the South Unionville Storm Management Facility.
Following the
presentations and subsequent discussion, Mr. Alan Brown, Director of
Engineering, advised that staff would bring back recommendations to the
Environment & Transportation Committee relating to these two studies within
the next few months.

be received.

4. MARKHAM TRANSPORTATION
PLANNING STUDY 2002 (5.10 & 10.0)
Mr. Alan
Brown, Director of Engineering, concluded his presentation of the Markham
Transportation Planning Study 2002, relating to the issues surrounding Main
Street Markham North and Main Street Markham South.
Committee
discussed concerns and traffic implications relating to both areas, and the
Director of Engineering advised that there would be a further opportunity for
discussion when the final report is presented to Committee at its meeting to be
held on June 17, 2002.

That the
presentation by the Director of Engineering with respect to the Markham
Transportation Planning Study (MTPS) - 2002, relating to Main Street Markham
South and Main Street Markham North, be received.

5. UPDATE - MAIN STREET MARKHAM - STREETSCAPE STUDY

That the
memorandum from the Director of Engineering, dated May 13, 2002 regarding the
status of the Main Street Markham, the work of Main Street Markham Committee
and the Main Street Markham Streetscape Study, be received.

6. TRAFFIC CONTROL SIGNAL UPDATE (5.12)
Councillor G. McKelvey queried the status of the request for traffic
control signals at Waterwheel Street, Mingay Avenue and 16th Avenue. The Director of Engineering advised that a
memorandum would be prepared presenting an overview of traffic signals proposed
for 2002.
