The Special Committee of the Whole meeting convened at the
hour of 11:45 a.m. with Deputy Mayor F. Scarpitti in the Chair.

1. KEEPING OF ANIMALS/BIRDS
(2.8)
Committee was advised of a problem with the keeping of
Peacocks in the Town of Markham.

Seconded by Councillor K. Usman
That the Town Clerk be directed to bring back a report and
recommendation regarding a possible amendment to By-law No. 182-96 - "a
by-law to prohibit the keeping of certain classes of animals and to regulate
the keeping of certain other classes" - requiring owners to contain
domestic birds.

2. TENDER FOR THE CONSTRUCTION OF THE
ANGUS GLEN COMMUNITY CENTRE AND LIBRARY (6.6 & 5.10)
Committee had before it the report dated June 17, 2002 from
the Commissioner of Community and Fire Services, regarding the tender for
construction of the Angus Glen Community Centre and Library.
Alan Wolf, Project Consultant, acknowledged the extensive
efforts of staff, the consultants, and the Steering Committee. He advised that timing indicates the tender
should now be called. D'Arcy Arthurs,
Architect, Shore Tilbe Irwin & Partners, and David Field, Cansult Hanscomb
Project Inc., were also in attendance.
Some discussion took place regarding the timing of the
proposed Committee of the Whole meeting to award this tender and the need for a
quorum. It was agreed that, for the
purposes of a Special Committee of the Whole meeting to award this tender, a
quorum would consist of five members of Council. It was also agreed that the meeting would be held at 9:00 a.m. on
August 8, 2002 or at a time during the week of August 5, 2002 that a quorum of
five could be obtained.
The issue of awarding the tender was also discussed. Matters considered included any requirement
to award to the lowest bidder, reference checks, past performance, and legal
status. The Town Solicitor was
requested to provide a legal opinion to Committee of the Whole at the meeting
on June 25, 2002 regarding the possible removal of a prequalified contractor
from the list as well as other issues of concern.

That the presentation by Alan Wolfe, Project Consultant,
regarding the tender for the contract for the construction of the Angus Glen
Community Centre and Library, be received;
And that Council authorize issuing the tender for the
construction of the Angus Glen Community Centre and Library as presented by the
Project Architect, Shore Tilbe Irwin & Partners;
And that the following prequalified contractors be invited

3. ANGUS GLEN COMMUNITY CENTRE
AND LIBRARY
GEORGE PINGLE HOUSE - RESTORATION
4022 MAJOR MACKENZIE DRIVE
EAST (16.11)
Committee had before it the report dated June 17, 2002 from
the Commissioner of Community and Fire Services regarding the restoration of
the George Pingle House, 4022 Major MacKenzie Drive East on the Angus Glen
Community Centre and Library property.
E. Adams, Project Manager, Capital Assets Management,
advised of the various efforts expended in seeking an interested party for the
heritage dwelling. The dwelling will be
converted by the Town of Markham into a public facility which will be utilized
by the Town of Markham Human Resources Department as a learning centre. When not in use, it will be available for
community purposes. The facility will
be managed by staff of the Angus Glen Community Centre.

That the presentation by the Project Manager, Capital Assets
Management, regarding the restoration of the George Pingle House located at
4022 Major Mackenzie Drive East on the Angus Glen Community Centre and Library
site, be received.
And that Council approve the restoration of the George
Pingle House and the expansion of approximately 1,200 square fee at its present
location;
And that staff be authorized to retain the services of an
Architect that is qualified in the restoration of heritage buildings and for
the design and construction of a complementary addition;
And that such Architect prepare preliminary design options
with cost estimates for review and final selection by Council prior to proceeding
with the working drawings;
And that funding for the Architect be allocated from the
$300,000 currently set aside for the restoration of the George Pingle House in
the Angus Glen Community Centre and Library approved schematic design cost
estimate;
And further that the George Pingle House be converted to a
Learning Centre for the Town.

4. ANGUS GLEN COMMUNITY CENTRE
AND LIBRARY
OPTIONS FOR PARK BEHIND
FACILITY (6.3)
Linda Irvine, Manager, Parks and Open Space Planning,
presented four design schematics of various options for the 12 acres of
potential parkland which is surrounded on the north by a woodlot, on the east
by Angus Glen Golf Course, on the west by future residential/commercial
development, and on the south by the future Angus Glen Community Centre and
Library. The options presented
included:
1. a passive park - current development
charges funding would permit dollar amount.
2. a more active park - current development
charges funding would permit dollar amount.
3. a combination of active and passive park
4. a higher level of park than is currently
provided throughout the Town.
Discussion took place regarding costs and possible funding
partnerships, the possibility of providing funding for this park if planned
parks in other areas of the Town are delayed naturally, the need for an
inventory of planned parks and their status, the importance of the findings of
the upcoming Outdoor Recreation Needs Study planned by the Community Services
Commission, the possible configuration of the park and the fact that such
details will be determined at a later date, the importance of the average
dollar value per park being the same in all areas of the Town, and the need to
know the intensions of the Angus Glen Golf Club with respect to their lands
prior to any reforestation planning.
Concern was expressed regarding the buffer strip abutting
the east side of the subject lands on the Angus Glen Golf Course lands. Committee was assured that every effort will
be made to ensure that homes are not built on this strip and Committee will be
kept apprised of such efforts.
Committee requested that staff superimpose the golf course
on future design schematics.

Planning, regarding options for a proposed park behind the Angus Glen Community
Centre and Library, be received.

AND LIBRARY
SOD TURNING CEREMONY (12.2.6)
A proposed agenda for the Angus Glen Community Centre and
Library sod turning event was tabled.
Committee suggested that, in addition to MP Bryon Wilfert
and MPP Frank Klees, MP John McCallum and other area federal and provincial
representatives be invited to attend as well as representatives of the Angus
Glen Golf Course.
Moved by Councillor A. Chiu

That the tabled proposed agenda for the Angus Glen Community
Centre and Library sod turning event, be received;
And that, in addition to MP Bryon Wilfert and MPP Frank
