The General Committee convened at the hour of 10:03 a.m. with Councillor
Alex Chiu in the Chair.

1. AUTHORIZATION OF PARKING AUTHORITY AND
CORNELL COMMUNITY CENTRE AND LIBRARY
PARKING GARAGE (5.0)
Report
Brenda Librecz, Commissioner of Community
& Fire Services provided some opening remarks regarding the Parking
Authority and Cornell Community Centre and Library Parking Garage.
Gary Adamkowski, Director, Asset Management and Luigi Lato, Precise ParkLink
delivered a PowerPoint presentation regarding the parking garage operation at
the Cornell Community Centre and Library.
The
Committee discussed the locations of the pay stations. It was noted that the
validation machines are inside for staff control (front desk of the community
centre and in the library). Staff pointed out that the machines can be effortlessly
relocated if necessary.
There was
discussion regarding how the distinction will be made between the facility user
and hospital user. The Committee suggested that a validation card is easier
than a pin code.
There was
discussion regarding the link between the Hospital and Cornell Community Centre
and Library. Staff pointed out that
there needs to be concurrence with the hospital relative to how the link will
be managed. The link is anticipated to
be opened in March 2013.
The
Committee inquired whether this pay station is accessible for the disabled and
suggested that this be reviewed with the City’s accessibility coordinator.
The
Committee inquired whether a notice can be placed on the machines advising that
this system will be reviewed and if they have comments to contact the
City. Staff advised that information
received will be tracked and that a notice is not required.
There was
discussion regarding whether one pay machine will be sufficient. Staff noted that you will only need to use
the pay machine if your time at the facility is over three hours.

1) That the presentation
regarding Cornell Community Centre and Library – Parking Garage Operation be
received; and,
2) That Council direct staff
to implement parking rates equivalent to Markham Stouffville Hospital for
non-users and beyond three (3) hours for Cornell Community Centre and Library
users; and,
3) That Council direct staff
to report back after one year of operation to verify usage, abuse, revenue and
a proposed Cost Recovery Policy; and further,
4) That staff be authorized
and directed to do all things necessary to give effect to this resolution.

2. ESTABLISHMENT OF A PARKING
AUTHORITY (2.17)
Report
There was brief
discussion with respect to whether a Parking Authority is required at this
time.

1) That the report entitled “Establishment of a Parking
Authority” dated October 15, 2012 be received; and,
2) That the Markham Parking Authority (MPA) not be established as a municipal
service board at this time; and
further,
3) That Staff be authorized and directed to do all things
necessary to give effect to this resolution.

3. OFFICIAL OPENING OF FIRE
STATION 99 (7.15)
Councillor Colin
Campbell congratulated all the staff involved with the very successful official
ribbon cutting of the newest Fire Station on Saturday November 10, 2012 which
is located at 3255 Bur Oak Avenue.
4. COMMUNITY INFORMATION SESSION - 101 ACRE OUTDOOR SPORTS PARK

Councillor Alan Ho
announced that the Community Information session for the 101 Acre Outdoor
Sports Park is taking place tonight (November 12, 2012) and encourages anyone
listening to the audio streaming to come and attend.
